Unless you have no clue about performance do not buy this book. This is not even "ABC" of performance, it is the TeleTubby of performance. Majority of the info is either in AIMR PPS or in basic Finance literature. Unless you can get this book for deep deep discount do not buy it.

A good reference book for the basics. It covers rates of return and differences between calculation methodologies. There are some good examples (however, there are some mistakes in these, pages 32, 38 and maybe elsewhere) and the formulae for calculating the results. There doesn't appear to be that much on risk beyond the basic concept and introduction to the topic. In summary, a good general (and gentle) introduction to the glorious world of Performance Measurement, but after reading this you would probably need something more in-depth to expand on certain topics.

A great reference book for any registered representative, or investment advisor who wants to understand rate or return (ROR), the difference between time and dollar weighted rates of return, and the different methods of calculating each. There are examples to demonstrate the concepts and the formulas for calculating the results. We were mainly interested in the first half of the book which dealt with producing the rates. The second half seemed to deal more with reporting requirements for investment companies (very important if it pertains to you.) The only thing that could be added to this publication would be Excel spreadsheets on a CD ROM. If you provide clients with Rate of Return information, this is a must read.

If you are curious about the general breadth of issues related to measurement of investment return, this is a good book. There is a little less on risk. I personally would have liked more examples and math, more depth in general.

Exaggerated estimates of cancer epidemics arising from waste sites generate a sense of alarm, but little is known about the real extent of the health threats. In this book James T. Hamilton and W. Kip Viscusi present the first comprehensive analysis of the magnitude of hazardous waste risks and of the efficacy of the Environmental Protection Agency's Superfund program.

    By matching agency decision data to detailed census information using geographic information systems (GIS) technology, the authors show that most hazardous waste sites do not pose sufficient risk to merit the most stringent cleanup options. Those sites that do pose considerable risk to exposed populations often receive inadequate attention, because government decisions to target cleanups are based more on political factors than on actual risks. The authors propose policy reforms that could significantly reduce cleanup costs without sacrificing the protection of human health. Beyond its analysis of a particular risk policy, the book serves as a general model for comprehensive risk analysis.

    If you want to find out what can be learned about environmental policy from excellent fundamental research, read Calculating Risks by James T. Hamilton and W. Kip Viscusi. In contrast, the debates over environmental policy are often muddled by poor empirical work; politicians and newspapers use the "telling" anecdote; and many public policy writers on environmental topics throw together bits of data from some standard sources and then perform statistical analysis, much of which suffers from aggregation biases and inadequate data.

    Hamilton and Viscusi decided to dig deep and collect the kind of data needed to make an assessment of the effectiveness of environmental policy. They study the Superfund, which has been established to clean up hazardous-waste sites around the country. They start with Environmental Protection Agency (EPA) documents that describe the hazardous waste and the nature of the dangers in more than two hundred sites around the country. They then match that information with data on socioeconomic factors in the same areas. In some case studies, they collect housing prices to allow them to examine the impact of the Superfund sites on housing values. Finally, they develop information about the political and economic forces that might influence EPA decisions about cleaning up various sites. Originally a series of articles that went through the peer-review process and were published in some of the leading economics and public-policy journals, Calculating Risks can be understood by policymakers, yet it contains enough dense material to ensure that strong-willed and avid students of political economy can examine exactly how Hamilton and Viscusi came to their conclusions. The result is an excellent political-economic analysis of Superfund.

    One caveat is necessary. The discussions of the compensating differentials in labor and real-estate markets seem to assume that the full value that people place on avoiding risk is reflected in the estimated compensating differentials. That assumption is problematic because it presumes that information costs are low and that markets are essentially frictionless. More likely, the compensating differentials give a lower-bound estimate on how people evaluate the risks. My best guess is that in most cases the compensating differentials may understate the buyer's actual value of a statistical life by about 20 to 30 percent. Even if understated as much as 75 percent by the compensating differentials, however, the true value of a life would still be only in the $20 million range. Still, in many cases, the Superfund is paying far more than $20 million to reduce the risk of a statistical death.

    Anyone interested in environmental policy needs to take a long, hard look at Calculating Risks. In places, the analysis is somewhat dense for the noneconomist, but in both the introduction and the conclusion of each chapter, the authors do a good job of explaining their results and the significance of what they have discovered. Some readers might quibble with certain specific interpretations, but my sense is that such quibbles will not influence the overall effect of the book. Hamilton and Viscusi have put together a truly impressive set of evidence, and they have painstakingly analyzed the operation of the Superfund. I doubt that one could find a better analysis in any other source.

    The analysis is also fair-minded. The authors are not cranks tilting the data and the analysis to conclude that the Superfund should be eliminated. Instead, they focus on trying to find ways to make the program more effective. The EPA could save a similar number of lives at much lower cost if the EPA were allowed to follow an alternative strategy for choosing where and when to clean up hazardous waste. Further, the funds saved by the change in EPA policy could be used to save more lives in other areas. Of course, there is no guarantee that reducing the spending on the Superfund would lead to greater risk-reduction spending elsewhere. After all, one of the key lessons of the book is that political pressures can sway agency decisions in ways that are not always consistent with the stated goals of their projects.

          This article by Harry Hutchinson originally appeared in "Mechanical Engineering-CIME" (volume 127, issue 1) on January 1, 2005. It outlines steps that the Department of Homeland Security (DHS) is taking to institute quantifiable Risk Analysis (RA) methodologies in addressing terrorist threats against American infrastructure.

          The article doesn't get into the details of assigning quantities to the components of risk; the article defines risk only as the product of frequency, vulnerability, and cost of the consequences (R=FVC). Lawrence Stanton, a DHS specialist in this area explains the methodology of deriving these values, and then applying the results to a nationally implemented antiterrorist strategy dubbed "RAMCAP," short for Risk Analysis and Management for Critical Assets Protection. The methodology is explained and key concepts are introduced, none of which will surprise most safety professionals. The article really doesn't draw extensive comparisons between RAMCAP and RA in the nuclear industry specifically, despite what the title would have you believe, but the article is, nonetheless, a valuable and quick introduction for anyone interested in Risk Analysis in a national security framework.

                Professor Goldstein has written a thought provoking examination of how to improve policing. His book has inspired an international conference on Problem Oriented Policing held each year by the Police Executive Research Forum. Law enforcement agencies attend to hear examples of successful and unsuccessful attempts at problem solving. Using the concepts identified in this book and applying the problem solving approach to real world problems, agencies compete for the Herman Goldstein award honoring the very best in problem solving efforts. Goldstein advocates a best practices approach to analyzing police problems and applying effective solutions tailored to individual communities. Other authors have expanded on this problem-oriented approach, but Dr. Goldstein is the original and pioneer author in this field. Another recommended book expands on this topic, "Beyond 911, a new era for policing" by Malcolm Sparrow, Mark Moore and David Kennedy.

                  Problem-oriented policing directs attention and resources to the underlying problems that lurk behind many recurring crimes. Braga summarizes the extensive worldwide research literature on three types of interventions: (1) reducing opportunities for crime at problem-plagued PLACES (such as bars or housing projects) through enforcement-oriented and/or environmental measures; (2) targeting high-activity (repeat) OFFENDERS; and (3) protecting the VICTIMS of repetitive offenses.

                  Braga concludes with ideas for correcting deficiencies in current approaches to problem-oriented policing. These suggestions address how to improve crime analysis, enhance the measurement of police performance, and secure productive police-community partnerships.

                              There is a belief that law enforcement policies are required simply because they help protect agencies from lawsuits in today's litigious society. Think again. The FBI conducted a study involving face-to-face interviews with people in state and federal penitentiaries who had murdered law enforcement officers. The results were chilling. In every instance, the officer was vulnerable and could be killed. The acts were as simple as approaching a stopped car from the front or turning their backs instead of facing the person who is apprehended. These murderers are not rocket scientists. None even considered the consequences of their actions, such as "If I kill this officer, will I be able to get away?" They lived for the moment and acted in the moment. In their minds, the officers confronting them were not human beings with lives to live; they were targets. Based on this study, it was concluded that it is highly probable that most officers killed in the line of duty would be alive today if they had just followed routine procedures. These are the same procedures that are established by the development, implementation, and enforcement of sound, defensible policies. When law enforcement agencies have policies, their officers go home at the end of their shifts. It's that simple.
