Since the collapse of the centrally planned economies, some form of mixed economy has become the dominant paradigm guiding social and economic policy throughout the world. Dynamics Of The Mixed Economy applies the insights of modern Austrian political economy to examine economic policy in these mixed economies. It compares and contrasts standard approaches to the growth of the state-- including public choice-- with that of modern Austrian political economy. It examines in detail the nature and operation of the interventionist process in the context of nationalization, regulation and the welfare state; analyzes conditions that produce instability under laissez-faire capitalism; argues that the interventionist process is a "spontaneous order"; and offers several "pattern predictions" regarding the character and behavior of existing economies.

The mixed economy that Ikeda writes of is the so called "third way" between laissez faire capitalism and socialism, also known as interventionism. Virtually all developed economies, including that of the United States fall into this category. Ikeda's work is within the Austrian tradition, which has held (following Ludwig von Mises) that mixed economies are unstable and internally contradictory. They must either cast off their regulatory shackles and return to a state of laissez faire, or complete the descent into totalitarian socialism. Ikeda develops the theory that each regulation, designed to address some mis-perceived occurrence of market failure, actually introduces new inefficencies into the market place. Regulatory intervention begets more intervention, the results of which are inevitably inferior (even in the view of the responsible policy makers) to the original situation. In this manner, Ikeda proposes that the bias of the mixed economy towards increasing socialism is the result of the law of unintended consequences, rather than, for instance, a rent-seeking dynamic.

Ikeda applies his analysis to the minimal state. He defines the minimal state as the smallest, least intrusive state possible consistent with providing enough order and infrastructure to permit free markets to exist. It provides enough of a defense, police and legal system to protect private property, and only those public goods that are inherently impossible for free markets to provide. Ikeda finds the minimal state unstable. Given citizens's heterogeneous preferences for the services the state provides, it is not possible that each citizen's benefit from the existence of the state will perfectly match the cost they incur in taxes. The perceived difference will result in calls for adjustments by the state. Since the minimal state, by definition, can not shrink without collapsing, all adjustments must take place through expansion. This sets it on the path towards the interventionist state. Ikeda does suggest, however, that the ideology of the populace can potentially hold that drift in check.

Ikeda attempts to rescue Mises from the paradox of interventionism. Mises argued that the interventionist state cannot persist. Following the dynamic developed further here by Ikeda, the interventionist state must collapse into complete socialism. This is contrary to what we observe around us, however. Most of the world's economies are interventionist, and have been so for an extended period. Rather than leading to inevitable collapse, it would appear that interventionism is remarkably stable. Ikeda has an explanation for this paradox. He describes the dynamic as a gradual descent into a more socialistic, and thus less efficient, condition, interrupted by occasional contractions of the sphere of interventionism. The destructive character of the interventions become so apparent in some area of the economy that deregulation becomes politically feasible. Since total deregulation of the economy does not occur, however, economic inefficiencies persist. New interventions are gradually reintroduced, once again choking the system. The progressive deterioration of the economy occurs with increasing socialism as Mises predicted, but the descent into complete market socialism on the Soviet model is checked by occasional partial deregulations. In this manner the interventionist state can persist indefinitely, rather than collapsing, as was predicted by Mises.

Ikeda's methodolgy helps illuminate important questions. Can government shrink? Is a minimal, night watchman state a viable political order? This book is a worthwhile read for students of political economy who care about such things.

        2 out of 5 stars More an Ideological Exercise than Serious Research.......2003-06-23

        I was disappointed in the book, the author clearly just picked and chose references from other works on the impact of the Indonesian crisis that suit his purposes. I find it hard to believe that we could apply the findings from his fieldwork in the two rural Java villages in other Indonesian villages like what he had suggested, since Indonesia is an archipelago with 18,000 islands and 300+ tribes/ethnic groups that are very diverse. I also wonder whether he really writes up the report based on the interviews he had with the people in the villages or just filled it up with his own opinions and ideology, since I find that throughout the book that he could not get "satisfactory" and "definite" conclusions from his interviews with the people in the field so he decided to use his judgements to form conclusions about a given problem. Finally, I did not see any quotes from his field notes, a very crucial part in any anthropological research, this clearly left me more to conclude that the book is more based on his ideology than in a well-conducted research. There are a few good points about the book, like on the conditions of Indonesian migrant workers and the failure of the social safety net program (nothing new because other researchers have also concurred on this), this is why I give it a two star instead of just one, but the book is clearly not worth the money I spent on it.

            I first read this book in 2001 and recently picked it up again. It is a sea of sanity in our insane material world. If our leadership had the capacity--and the curiosity--to learn from the essays in this book, we would all be the better for it. I have marked many ideas in this book with multi-color tags at the edge of the pages. The result is a rainbow of color. For those who have an interest in making the world a more livable place, this is your type of book.

              One can easily tell that the author is comfortable and persuasive in front of an audience. Spending 10 hours with him is practice for public speaking in itself. By the end of the book the reader wants to speak as confidently and clearly as the author does and is given good insight into how to do so. A lot of time is spent on debate and logic and personality types (at the front of the book) and the reader gets the sense that Buckley just barely misses conveying the big picture of public speaking (i.e. what is its proper aim?), which would have been very helpful. But ultimately one does find countless tips throughout the book that will assist development. At the very least, the reader is treated to time with a very enchanting personality--rare these days--and that is worth the book's cost alone.

              After years of public speaking, personal and professional, I now come to know how awful I've been. I knew I could be better, but hadn't found a resource to help me command attention, respect my audience, and communicate openly.

              This is the real "How To" book. He broadens your horizon with his vocabulary. You may want to keep a dictionary handy. (I had to!) Emphasizes your responsibility to get your facts straight, exposing many popular phrases that were never uttered or intentioned by the assigned authors. Phrases used daily.

              Harry Beckwith was right... If they don't like you, they won't like your message... even if it planting petunias. The lower ratings given to this book ran a common theme.

              Reid Buckley is brilliant, arrogant (a label we'd all like to be pegged with, secretly), and most importantly doggone' funny. It's a way he controls what his critics say about him. That kind of control is priceless.

              He's definitely a National Treasure!

              Buckley is not humble. He is arrogant, and proud of it.

              He gives you the good advice for a speaker not to make unneeded personal attacks.

              Then he fills his book with little barbs about "LIBERALS", often looking amazingly like unneeded personal attacks.

              Oh, yes, somewhere along the line, he gives some instruction on public speaking.

              I suppose you are supposed to do what he says, not what he does.

              If you are troubled by a lack of eloquence in yourself or society in general...read this book. In the classic, edifying Buckley Brother tradition, "Strickly Speaking" enables you to diagnose and treat about any hang-up. He accomplishes this by underscoring the need for Truth and Virtue as well as technique. For example, one of his Cardinal Sins of speaking is using a quotation from a work not read in entirety. Buckley's work stands out in the grating, saturated, contemporary "communications skills" industry.

              Grab your dictionary - one of the Buckleys has written another book that will expand the vocabulary of even the most well read. Famed orator and founder of the exclusive Buckley School of Public Speaking, Reid Buckley has produced what is perhaps the most thorough, honest, wickedly witty book on public speaking you will ever read. It's definitely the most brilliantly written. While his obvious conservative political bent may unsettle those who don't join him on the right, his writing and speaking advice transcends political, economic and social beliefs.               This book should be standard reading for anybody that attempts to speak or write English. Especially for those producing works for publication (marketing, PR, news, radio, etc.). Newman's wit and experience deliver an excellent journey into why the English language (spoken or written) is the mess it is today.

              An easy book to read, it will make many people laugh out loud as they realize the mistakes/humor/stupidity/etc. that dominate modern English.

              Get a copy, it's a bargain in used form. Read it and pass along to others to read. Who knows? Maybe if enough people read this book English could be saved from certain demise...

              Heck, I'd rate it 6 stars if I could...

              My mother urged me to read both of these books when they were first published in the 1970s. Both volumes are entertaining to read and extremely educational. After graduating college and getting a job that required massive numbers of written reports, I found myself incorporating lessons from Mr. Newman's books into my work. Eventually I found myself writing for a living, and those two books played no small part in my use of the English language. Considering the way our language is being butchered today, I wish Edwin Newman's books were required reading in every high school English class.

              I loved Strictly Speaking by the second chapter. This book is not a scholarly criticism of the English language nor an insufferable rant on its decline. Edwin Newman's understated, good natured, and witty commentary makes for an enjoyable look at English gone awry. If you enjoy the topic, you may laugh out loud as I did at his choice of examples. Don't worry about reviews that complain about technicalities. They completely missed the point. These are both intelligent and entertaining books.

              Anyone interested in Newman's books should take a look at what Jim Quinn says about him in _American Tongue and Cheek: A Populist's Guide to Our Language_ (1980, and unfortunately out of print). Quinn shows that Newman doesn't check his facts. Newman claims, for example, that the word "rhetoric" to mean "empty or dishonest language" is a recent use among politicians and journalists, a use which threatens the rhetoric's true meaning as "effective use of language and the study of that use." Quinn, however, shows that Newman is wrong that "rhetoric" has only recently been used to refer to false or misleading language, since the OED records that the word has been used in that way since 1562. Quinn shows that Newman's books are full of these kinds of mistakes. Newman shouldn't be taken seriously as an expert about usage and grammar.
