This is why gains for many are cancelled out by gains for a few that are willing to lobby government (or serve as expensive consultants to their paymasters, as in the case of Bork)
And why economics is but an extension of politics, and, at the end of the day, even inefficient economics can propigate for years, decades, centuries and even millinieums (India, China).

This book examines the present status, recent tax reforms and planned tax policies in some South and East Asia countries since the 1990s. The evidence is presented in a user friendly manner, but at the same time uses technically sophisticated methods. The main countries studied are China, India, Japan, Malaysia, South Korea and Thailand.
It is unique for being the first systematic treatment of the topic: hitherto, the information available has been widely dispersed and difficult to access. It should prove to be a natural companion to two previous books on taxation published by Routledge and also edited by Luigi Bernardi.

When the Employee Retirement Income Security Act (ERISA) was passed in 1974, the world of pensions was very different from today. Then, most pensions were packaged as defined benefit plans--the employer guaranteed a certain level of income to the employee on retirement. But from the 1980s on, in part because of ERISAs regulatory structure, but also because of job mobility and other factors, pension coverage increasingly meant defined contribution plans, with the burden of investment and outcome placed on the worker. For the most part, however, pension coverage has remained stagnant since the early 1980s, many low-wage workers have no pensions, and many small employers do not provide such retirement options. The Evolving Pension System, divided into three parts, examines the foundations and the future of Americas private pension system. It provides a broad overview of the underlying characteristics and economic effects of existing pension policy, as well as alternative views on how public policy toward pensions should evolve in the future. Part one examines the goals, features, and the effects of legislation affecting pensions, including the dramatic shift from defined benefit to defined contribution plans. Part two discusses how pensions affect the economic picture, and part three offers some prescriptions for broad-based pension reform.

~Since the rise of the Canadian welfare state in the aftermath of the Second World War, the politics of social policy and fiscal federalism have been at the centre of federal-provincial relations. Recent events have given impetus for scholars to re-examine these issues. In 2002, the Quebec Commission on Fiscal Imbalance released its report, which introduced the term `vertical fiscal imbalance' into the vocabulary of Canadian politics. Essentially, the commission determined that a disjunction between revenue-raising capacity and expenditures involving different orders of government - vertical fiscal imbalance - was an urgent problem that must be addressed. Dilemmas of Solidarity is both a reflection on and response to that finding.
Editors Sujit Choundhry, Jean-François Graudreault-Desbiens, and Lorne Sossin bring together an array of respected legal and political scholars to reflect on the Quebec Commission's findings. The contributors to this volume illustrate how recent debates surrounding Canada's equalization program suggest alternative ways to approach the issue. The goal of Dilemmas of Solidarity is to stand back from the particulars of different policy debates, to enable scholars to reflect on basic questions regarding redistribution.
