This book is a total joke. My daughter and I had several sessions with Frances Firman Solario. She ruined my family. Frances Firman Solario did not encourage forgiveness like she writes in her book. She cast both mother and daughter against one another. My daughter and I were on better terms before we started seeing Frances Firman Solario. My daughter and I are no longer on speaking terms. My family is broken. I highly would NOT recommend this book or recommend that you use Frances Firman Solario as a therapist.

This is a beautiful book of short stories about the laughter & tears experienced between mother and daughter and, in some instances, 3 generations of mothers & daughters. There were a few stories that I really didn't see the point in and didn't understand why there were included, but all-in-all, the stories made me laugh and cry. I purchased the book as a mother's day gift for my mom, but had to read it myself first!

It's a great gift for yourself or mother/daughter. It's an enjoyable and sometimes tear-jerking read and sometimes a mirror of a relationship you have/had or would like to have.

    I teach collective bargaining & labor relations in the Master of Public Administration (MPA) program at the University of New Hampshire. Kearney's book is the sole comprehensive text on public sector labor relations available at this time. Its thorough coverage includes the history of public sector labor relations, the ins & outs of collective bargaining, the impacts on budgets and personnel policies, and much more. I've used it as the primary text in a graduate-level course, supplemented by journal articles and case studies. Several students remarked that the book was detailed yet readable, as well as realistic (students often catch on when an author has never been a practitioner of the subject matter). I recommend this book for courses in public sector labor relations, and it would be useful in most Public Administration programs. A good complement to this text is Najita and Stern's Collective Bargaining in the Public Sector: The Experience of Eight States, a reader of case studies that illustrate most of the concepts described by Kearney.

      The history of scenario planning is rich and varied. Throughout the ages people have tried to make decisions today by studying the possibilities of tomorrow. When that tomorrow was more predictable and less fraught with uncertainty, those possibilities had a good chance of being the right ones. Now, however, the only given constant in a world of complexity is change itself. In an environment where information technology is driving an information revolution, and where the rules can be rewritten with breathtaking speed, planning can seem more based on luck than foresight.

      There are methods for coping with unpredictability. The Scenario planning techniques described in this book will help to think about uncertainty in a structured way. Based on Gill Ringland's previous book Scenario Planning: Managing for the Future, this updated and expanded version focuses specifically on scenarios in public policy. The use of scenarios to create a framework for a shared vision of the future, by promoting discussion and building consensus outside a business environment, is examined. Ringland also looks at the similarities between organizations which have used scenarios successfully - such as the importance of communication via storyline and image.

      Scenarios in Public Policy and its companion, Scenario Planning in Business are both practical paperback books that each expand on specific areas of Scenario Planning. They will appeal to managers looking to learn about and apply a particular aspect of scenario planning.

      This is a very straightforward guide to scenario planning and scenario thinking in the development of public policy and in the public sector. It is relatively short, clearly written, and has excellent references to material on the Internet as well as a good bibliography.
      It has four parts. The first two provide case studies of the use of scenarios in public policy and in public sector organizations respectively. Part 3 is a step-bystep guide to the process of scenario planning. Part 4 is titled Scenario Thinking and describes the role of scenarios in catalyzing organizational learning.

      I think this is a useful book of case studies, most applicable to a public sector labor relations or public administration class. The cases are structured so that students can easily compare key concepts in public sector labor relations from state to state. For example, having read the applicable chapters, students should find it relatively easy to discuss the scope of bargaining in New Jersey and compare it to the scope of bargaining in Pennsylvania. However, when I have assigned this book, students have given me negative feedback on it, complaining that it is tedious. Despite this, I would consider using it again.

      This is a sine qua non treatise for anybody having to deal with the subject of pensions. Edited admirably by actuarial scholars Mitchell, representing academia, and Hustead, representing private industry, the book covers all aspects of pensions in the private, public and academic sectors. The editors also write several individual chapters on their areas of super - expertise. Actually the most useful and comprehensive chapter, the one on governmental and military pensions, is written by the team Mr. and Mrs. Hustead. Mrs. Hustead is an expert attached to the White Houses' office of the budget. The most interesting chapter, this by Mr. Hustead alone, is the one with his lucubration on the pensions system, sometimes debacle, of the District of Columbia, Washington DC, the capital city of the USA. Although it was not the obvious intention of the author, it shows in a very peculiar and amazing way the vicissitudes of such a political entity that fully justifies the usage of vehicular license plates with the proclamation of "Taxation Without Representation" kindly exemplified by firmer President Clinton in the First Limousine, and, of course, immediately rejected by the Bush's administration. Finally, the selection of the goddess Minerva for the cover, is a master, and artistic, stroke.

By and large, North American public pension systems have performed better, boasting tremendous assets and offering reasonable retiree benefits. Even here, however, military and civil service systems are not doing as well.               The public sector seems to be in the early stages of a profound transition, similar in scale to the transformation of private sector industrial relations in the 1970s and 1980s. This volume analyzes elements in what is variously described as reinventing government, re-engineering the public sector, and instituting performance-based government. The contributors suggest the new system will be shaped by two main strategies now being followed. One emphasizes improving the efficiency of government through innovative practices and a movement away from the bureaucratic, civil service model. The other stresses cost cutting as an end in itself. While the first strategy offers improved services and a more involved workforce, the implicit goals of the second are often service reduction, downsizing government, privatization of service provision, and reductions in real compensation. This volume deals with the full scope of public employment relations, including issues of labor adjustment, workplace practices and human resource management policies, as well as alternative dispute resolution procedures and labor-management cooperation in the collective bargaining arena.

              The analysis of the distributional impact of policy reforms on the well-being or welfare of different stakeholder groups, particularly on th e poor and vulnerable, has an important role in the elaboration and implementation of poverty reduction strategies in developing countries. In recent years this type of work has been labeled as Poverty and Social Impact Analysis (PSIA) and is increasingly implemented to promote evidence-based policy choices and foster debate on policy reform options. While information is available on the general approach, techniques, and tools for distributional analysis, each sector displays a series of specific characteristics. These have implications for the analysis of distributional impacts, including the types of impacts and transmission channels that warrant particular attention, the tools and techniques most appropriate, the data source typically utilized, and the range of political economy factors most likely to affect the reform process. This volume provides an overview of the specific issues arising in the analysis of the distributional impacts of policy and institutional reforms in selected sectors. Each chapter offers guidance on the selection of tools and techniques most adapted to the reforms under scrutiny, and offers examples of applications of these approaches. This is a companion to the first volume, which offers guidance on trade, monetary and exchange rate policy, utility provision, agricultural markets, land policy, and education. Also includes a CD-ROM containing chapters from companion volume 1, the PSIA User's Guide, Good Practice Note, E-learning course, and links to resources.

              Across different countries and economies, the World Bank has put out this study of the efficacies of many reforms undertaken. For pensions, both provided by the state and by private companies. For the labour market, in such aspects like the setting and adjusting of a minimum wage and the providing of unemployment benefits. Very contentious public issues in many countries. Where the providing of a social safety net might be widely approved. But where there might also be concern about the arising of a permanent underclass, dependent on and devoted to handouts.

              The health sector also takes up a significant amount of the book's discussion. Here, issues of gender arise. Where women might not have adequate access to treatments in some countries, due to discrimination.
