Local government employees have a higher propensity to engage in collective bargaining than do private sector employees. This springs from the tight competition in the local budgeting process among those requesting, paying for, and providing services. Spengler looks at this trend using a fiscal discontent hypothesis. This approach suggests that the taxpayer revolts during the 1970s and 1980s limited the budget discretion of elected officials and forced public sector employees to turn to collective voice and action to better compete for scarce public resources. Two levels of employee collective voice are examined: the weaker form of organizing and the stronger collective bargaining model. Substantial differences in the use of each are analyzed based on employee occupation, state, and type of local government. Scholars, business practitioners, policy makers, and researchers in public administration, labor relations, public policy, and local government will find this study an important contribution to understanding the phenomenon of organized collective voice.

Almost half of government employees are represented by labor organizations, and public-sector unions act as a significant force in the effective operation of government and can exert substantial control over labor costs and procedures in the workplace. The response by state and local officials has varied greatly, with collective bargaining frameworks existing as a patchwork of "experiments"--from mandated collective bargaining to outright prohibition. While their policy actions seem to recognize the benefits of bilateral negotiation, the spectre of service disruption continues to haunt them. Because public-sector bargaining is a recent development, policy analysts lack a firm handle on policymaking in this sphere. Piskulich examines the dimensions of state and local public-sector labor policy and explores policies that enable policymakers to manage the collective bargaining process in line with their goals. This study looks at the three questions most crucial to policy efficacy: "what governments do"; "why they do it"; and "what difference it makes." Three central findings emerge from the issue of "what governments do." The evidence indicates increasing enactment of labor policy over time across subnational jurisdictions. Policy across occupations is stable, though there are important differences in the willingness of the employer to tolerate strikes and resolve impasses. Third, it appears that policy actors make three distinct sets of decisions: basic policy; the availability and mechanics of the arbitration mechanism; and the degree to which they provide public unions with institutionalized union security. The answer to "why they do it" hinges on factors of ideology and policy; the effects are mitigated when unionization is considered. "What difference it makes," examines two variables in particular: unionization and service disruption. Piskulich reaches three conclusions: that a majority of subnational jurisdictions see value in collective bargaining for their public employees, that unions can help themselves, and that unionization and disruption vary with policies implemented. These findings provide insight into the larger questions on the role of organized labor in American democracy.

Offensive at many levels!.......2001-04-07
All right, I will admit that I laughed out loud when Parker compared a human tongue to a cow's udder - what a word picture! But I can't imagine who wouldn't take offense at this book. High ranking Catholic cardinals are depicted as scheming power mongers, the one black person mentioned is murderous, all of the seemingly intelligent women are doomed to impossible relationships with men, the Germans are conscienceless mercenaries, and the only Muslim is a fanatic. And this is all in addition to the concern anyone might have about an author just making up an account of Jesus' childhood and his post-resurrection relationship with Mary. I kept thinking things had to get better but they never did.

I took great offense at this book. The author obviously has a very negative view of the Catholic Church and tried to impart his outlook on the unfortunate readers of this book. What really gauls me is that I bought this in a Christian bookstore!
Lotsa Punches, Lotsa Missed Punches.......2000-03-28
Parker takes a worthy--though not unique--idea and tries to turn it into a Ludlum-type thriller with a spiritual twist. He makes a valiant effort. I appreciated that he avoided cliched sermons and diatribes in the middle of the story, and, at times, I was reminded of Morris West's sensitive handling of Catholic issues. Unfortunately, I kept tripping over Parker's forced similes and attempts at brisk narrative. He has the right idea, but a good editor could've cleaned this up, pared it into a lean thriller. Like MacAuley, the book's overweight archaelogist, the plot tries to rise to the occasion and deliver the knockout punch; instead, it trips over itself and its own excess baggage. With a fistful of antagonists to deal with, I found myself fearing none of them. Money seemed to be the primary motivator for all of them. Maybe deeper motivations for all involved would've increased my own interest in the story. I'll try another Parker book. Like his protagonist, Michael del Rio, he has the muscles; he just needs a skillful editor to show him how to land those punches.
Entertaining-needed fuller characterization, fewer bullets.......2000-01-06
Definitely a fast-paced read that would be appreciated by fans of Christian thrillers. The writer keeps the narrative going by quickly developing events. I can see this as an action flick, very visual.The main protagonists, a Roman Catholic priest and a Southern Baptist female diplomatic aide, are involved in the life-or-death search to recover a newly discovered ancient manuscript that purports to be a new gospel from the perspective of Mary, the mother of Jesus. It starts with a bumbling, misfit archeologist finding the amazing fragment in a cave in Ephesus and moves to the Vatican, to Cyprus, to Costa Rica, to parts of the U.S.---it's a high speed chase of the global kind. Some want the manuscript for financial reasons, others for religious, others for political, others for professional, others for medical.The major flaw is the final battle--it is over-the-top and illogical as a setting given what had come before in the novel. The author could have delved more deeply into the theological implications of ALL sides (not just the RC) and spent more time with characterization to bring out transformations more effectively. It seemed that the internal changes were INSTANTANEOUS, rather than logically progressive. Additionally, we have the old cliche of the bad guys being all bad and simplistic. A little detail into the Arab honcho and the Mercenary would have been most welcome. Good guys have flaws, so bad guys should have merits for well-roundedness, or, if not virtues, at least a more fully developed evil that slips out of stereotype mode.But, those quibbles aside, it's a diverting read. Fast and rather fun. : ) I'd recommend it on that basis, and would probably read another by the author if the premise were of interest to me.Mir***

Easy and fun to read. Lots of action keeps the story line moving. Romance for women and action for men.

The Little Girl Dressed in Blue is the story of a little girl who grew up in the town where I live. Her family, like most at the time, struggled to make ends meet. The little girl in an effort to have some spending money and also to help her family with groceries, became a paper boy (girl)at a very early age. The story relates to all of her experiences as a paper boy. When she was hungry, she would wander into a pool hall and they would always feed her, as well as look after her. She tells about getting up early to get to the paper office so she could see the paper press run. It is a great story, an easy read. I would think everyone who grew up in that era, could identify with her.

One Hell of a Good Read.......2007-04-28
What do you get when an atheistic science fiction writer checks himself into a Catholic rehab center? You get St. Mary Blue, one hell of a read. Good drama requires conflict, and Jake, the cynical atheist, adjusting to the St. Mary Rehab Center offers plenty of conflict.
Relying on his wry sardonic wit, he copes with institutional food at the "Constipated Eagle" and fellow patients like Snake, the biker, and Elliot, the sanctimonious Episcopal priest. Along the way the Angela, Jake's head councilor, is transformed from his chief inquisitor to his first real hero.
Tension builds as Jake prepares for family week when his strong yet vulnerable wife, Ann, will confront him with the thoughtless and dangerous behavior that led him to St. Mary's.
Will Jake be among the center's successful graduates or will he succumb to his addictions? I don't want to give the ending away, but the book is somewhat autobiographical and judging from Barry B. Longyear's web site, he and his lovely wife Jean are living happily ever after in Maine. I like happy endings and I like St. Mary Blue.
Reality Bites.......2001-12-03
This book is a chronicle of Barry Longyear's experience in a drug and alchohol rehab, written as a fictional work. It is a gutsy, no-holds-barred account of the roller coaster ride that is detox and recovery. Longyear, a die-hard atheist, writes beautifully of the struggle to find "a power greater than yourself" to make the program work. The characters are hilariously funny and poignant, witty and emotionally wretching at the same time. The plot draws you into their lives so that you root for the ones who make it and cry for the ones who do not. Longyear stresses addiction as a disease, not an easy or popular concept for "normal" people, but a true one nevertheless. This is as real and honest a book about addiction as they come, and I love it. Barry Longyear is a superb science fiction writer (see The God Box and Sea of Glass as examples) but here he shines as his own biographer. Humor and pathos were never so expertly combined.
Powerful and painful page-turner.......2001-07-17
This book is both powerful and painful to read--but I couldn't stop. This is for anyone who wants insight into the human condition--especially the condition known as addiction. Barry Longyear is perhaps the most under-appreciated writer in SF, maybe because all his works are about people. In this one, there is no science fiction, just people. You don't have to be an addict, in recovery, or any of those things to appreciate this (I'm not) --just being human is sufficient.
When you can't call for help........2000-06-22
I'm not sure what prompted me to read this book. Take a look at that cover art, not very inspirational. But it is written by Longyear and his work is usually good. It's not that this book is full of adventure or has a rich plot line. It doesn't even have exotic locations or lots of sex. What it does have, in truck loads, is empathy for the human condition. The main character is Jacob Randecker. He is a thinly veiled version of the author himself. They say that autobiographies are usually crap but then they also say write what you know. Whatever the case this book is undeniably excellent.
Jacob is an addict. He is addicted to alcohol and prescription medications. But then that's the most common kind. He doesn't think that he needs help but his wife and his friends, (the ones he has left), are adamant that he does. They use all of the pressure that they can, to get him to go to a rehab center called Saint Mary's. This is an actual hospital in the U.S.
The novel takes us through the program with Jacob and his group. We come to love Jake and each of his group. We also fall for the members of the hospital staff that we meet. It is that sort of book. I hope writing this book was cathartic for Longyear because reading it sure was for me.
I want to leave you with a small section from the dust jacket that I think may have helped my decision to read this book:
- One third will make it the first time around.
- One third will have to try again.
- One third are already dead. It just takes them a while to lie down.
One author's journey from denial to health........1998-09-17
This is Barry B.'s journey through drug and alcohol detox, thinly disguised as fiction. For anyone who has ever wondered about this process, the personal stories, justifications, and revelations may be more than you bargained for; for those of us who have had some experience with rehab it will probably cause painful memories to resurface. Longyear is a dab hand at breathing life into characters and making situations ring true. You will want to stay with this book to find out who survives, who "re-tread", and who just can't make it without their addictions. It's worth trying to find!
