I teach collective bargaining & labor relations in the Master of Public Administration (MPA) program at the University of New Hampshire. Kearney's book is the sole comprehensive text on public sector labor relations available at this time. Its thorough coverage includes the history of public sector labor relations, the ins & outs of collective bargaining, the impacts on budgets and personnel policies, and much more. I've used it as the primary text in a graduate-level course, supplemented by journal articles and case studies. Several students remarked that the book was detailed yet readable, as well as realistic (students often catch on when an author has never been a practitioner of the subject matter). I recommend this book for courses in public sector labor relations, and it would be useful in most Public Administration programs. A good complement to this text is Najita and Stern's Collective Bargaining in the Public Sector: The Experience of Eight States, a reader of case studies that illustrate most of the concepts described by Kearney.

I think this is a useful book of case studies, most applicable to a public sector labor relations or public administration class. The cases are structured so that students can easily compare key concepts in public sector labor relations from state to state. For example, having read the applicable chapters, students should find it relatively easy to discuss the scope of bargaining in New Jersey and compare it to the scope of bargaining in Pennsylvania. However, when I have assigned this book, students have given me negative feedback on it, complaining that it is tedious. Despite this, I would consider using it again.

    The public sector seems to be in the early stages of a profound transition, similar in scale to the transformation of private sector industrial relations in the 1970s and 1980s. This volume analyzes elements in what is variously described as reinventing government, re-engineering the public sector, and instituting performance-based government. The contributors suggest the new system will be shaped by two main strategies now being followed. One emphasizes improving the efficiency of government through innovative practices and a movement away from the bureaucratic, civil service model. The other stresses cost cutting as an end in itself. While the first strategy offers improved services and a more involved workforce, the implicit goals of the second are often service reduction, downsizing government, privatization of service provision, and reductions in real compensation. This volume deals with the full scope of public employment relations, including issues of labor adjustment, workplace practices and human resource management policies, as well as alternative dispute resolution procedures and labor-management cooperation in the collective bargaining arena.

    From the dawn of the twentieth century to the early 1960s, public-sector unions generally had no legal right to strike, bargain, or arbitrate, and government workers could be fired simply for joining a union. Public Workers is the first book to analyze why public-sector labor law evolved as it did, separate from and much more restrictive than private sector labor law, and what effect this law had on public-sector unions, organized labor as a whole, and by extension all of American politics. Joseph E. Slater shows how public-sector unions survived, represented their members, and set the stage for the most remarkable growth of worker organization in American history.

    Slater examines the battles of public-sector unions in the workplace, courts, and political arena, from the infamous Boston police strike of 1919, to teachers in Seattle fighting a yellow-dog rule, to the BSEIU in the 1930s representing public-sector janitors, to the fate of the powerful Transit Workers Union after New York City purchased the subways, to the long struggle by AFSCME that produced the nation's first public-sector labor law in Wisconsin in 1959. Slater introduces readers to a determined and often-ignored segment of the union movement and expands our knowledge of working men and women, the institutions they formed, and the organizational obstacles they faced.

    This is the definitive read on the history and development of public sector labor unions. Based on exhaustive research, Professor Slater's insights on the perceived conflict between public section unions and democracy and good government provide a solid basis on which on understand the current rhetoric on whether new institutions like the TSA or Homeland Security Agency should be permitted to organize and act collectively. He clearly demonstrated, through historical examples, that this rhetorical strategy although superficially persuasive, and even some courts have bought into this rhetoric, it does not reflect the reality of the modern public sector labor union. This book is the seminal work in the field and should be assigned in any class interested in the modern labor movement, public sector labor unions or public sector labor law, or courses on goverment and unionism.

They provide in-depth explanations of the principles and practices of fact-finding, interest arbitration, mediation, contract negotiation, and impasse resolution procedures for the public sector, with particular emphasis on labor relations problems confronting state and local governments. The first four chapters outline the basics of public sector collective bargaining.                 The best book I read so far. As an admission consultant, I think it covers the basic information that parents and kids should know. I even met her in person this year. There is one little problem about this book - it is two years old. So new things happened within these two years have not yet been covered, such as the SMART grant (new for year 2007).

                As a high school senior, I've been having the usual problems with finding a college that I feel is right for me, and then actually going about the process of applying. Not only was this book helpful in answering nearly all of my questions, but it is written in an interesting, friendly manner that I found heartening in the midst of a process that has been incredibley stressful! I recommend this book not only to high school students but their parents as well - my Mother read it and she loved it too!

Where other books present statistics and give only brief attention to very important topics, this book presents a fair, smart, and thorough account of the World of Admissions and encourages you to sit down and think about things, guiding you along each step of the process.

                "Admission Matters" attracted me for a number of reasons--the background, experience and knowledge of the authors is compelling, but moreover I chose this book because as the parent of three with two already in college and the third an applicant now, I was hopeful that I would find new details and advice regarding the competitive hurdles that my youngest will be facing. My hopes were more than fulfilled! This book is an engaging and informative resource that blends just the right amount of humor, candor, anectodal details, encouragement and reality for parents and their college bound kids. It is also organized to facilitate quick reads of sections and question areas of greatest interest. This is a refreshing and valuable guide in the high-anxiety sea of college planning.

                This is Astin's follow-up to his classic "Four Critical Years", which was one of the most cited books in the higher education literature. This book sums up some of Astin's more recent research and is essential reading for anyone who wants to understand what a college education is all about. This book is jam-packed with REAL research!

                This book makes two significant contributions to the discussion of implementing Competency Based Education (CBE) in higher education. First, much of the literature on CBE is focused on the challenges of implementing CBE within elementary and secondary schools. For that reason alone, many in higher education dismiss CBE as irrelevant to its mission believing, instead, that its applicability is limited to those primary and secondary school settings. That, in itself, makes this an important book. As an edited volume it offers a variety of perspectives on CBE developed within different types of institutional settings and relating CBE to a wide range of concerns common to most institutions of higher education: assessment and retention, improving student learning, distance education and accreditation issues and the demand for increased institutional accountability. Second, the volume concludes with an excellent annotated bibliography that will point the reader in new directions for continued research. This is an essential primary resource for anyone interested in this topic.
