Bay Cities and Water Politics: The Battle for Resources in Boston and Oakland (Development of Western Resources)
Sarah S. Elkind Manufacturer: University Press of Kansas ProductGroup: Book Binding: Hardcover ASIN: 0700609075 |
Book Description
Near the end of the nineteenth century, the cities of Boston and Oakland each faced environmental crise of water contamination and shortages that existing regional agencies could not solve. How these two cities resolved their water problems is the basis of a comparative history that provides valuable insights into urban development and explores the political implications and environmental impacts of regionalism.Water defined the limits to growth of these bay cities and, as Sarah Elkind demonstrates, water supply and sewage disposal were two aspects of a single problem. Each city opted to abandon municipal water and sewer networks for metropolitan systems that crossed county lines and were administered by regional agencies. These agencies increased the cities' access to water resources, but, as Elkind shows, urban expansion and adoption of regionalism also decreased voter control over utilities and policies, and spread the environmental costs of urbanization far beyond city limits.
Combining insights from urban, western, and environmental history, Elkind examines the ways that people's reactions to their natural surroundings drive both demand for improved public services and political reform. She traces public works development in the Gilded Age and Progressive Era to explain how these programs united each city with its suburban neighbors, creating new political entities and allowing Boston and Oakland to appropriate rural resources and thus overcome the environmental limits to their continued growth and prosperity. She also shows how, when the power of regionalism is turned to urban development, environmental and social costs are sometimes overlooked.
Bay Cities and Water Politics provides a comprehensive view of the transformation of cities, their natural surroundings, and their politics. Elkind applies urban history to environmental concerns, as well as environmental history to urban problems and human needs. The book offers new insights into the importance of metropolitan special districts and their role in urban expansion, and it sounds a warning regarding the ability of regional water systems to maintain a balance between continued urban growth and delicate ecosystems.
This book is part of the Development of Western Resources series.

John S Oakland Manufacturer: Butterworth-Heinemann ProductGroup: Book Binding: Hardcover ASIN: 0750657413 |
Book Description
'Oakland on the New Quality Management' shows managers how to implement a Total Quality Management strategy throughout all activities and thereby achieve top quality performance overall, not just focusing on product or service quality.Download Description
The result of extensive revision of the second edition of Total Quality Management - the route to improved performance (published in 1994). Even John Oakland's famous TQM Model has been revised to reflect developments in the field and the growing importance of the so-called 'Excellence' frameworks. To be successful, QM has to impact on the organisation's performance, which should be measured on a 'balance scorecard', including the results from the customer. This can be achieved through good planning and improvements in processes through involvement of the people. These 4Ps combine with the 4Cs - customer, culture, communication and commitment to provide a new model for quality management. As with all John Oakland's work, the book is written in a logical and very practical style, supported by many real life case studies, reflecting the latest developments from leading exponents of Quality Management and Business Excellence.

Information, Finance and General Equilibrium: Collected Papers on the Experimental Foundations of Economics and Political Science (Economists of the Twentieth Century)
Charles R. Plott Manufacturer: Edward Elgar Publishing ProductGroup: Book Binding: Hardcover ASIN: 184064396X |
Book Description
Information, Finance and General Equilibrium brings together the seminal papers on which Charles R. Plott has founded our understanding of experimental economics and political science. These works reflect the broad and overlapping nature of economics, public economics, public choice and political science. They examine the fundamental problem encountered in of all these subject areas - understanding the nature of allocation under conditions of limited resources and how decision processes, institutions and procedures shape these allocations.
In particular, this volume contains papers placed at the two extremes of economic phenomena: the largest system and the smallest system - multiple markets and the individual. The volume contains the first evidence that multiple market systems can equilibrate to the general competitive equilibrium while allocating risk bearing and information. It is here that the experimental foundations for rational expectations models are discovered and developed. A challenging paradox results, which leads Plott to question why the behavior of a system so complex as a multiple market system can be modeled so well when individuals can exhibit behaviors that are so at odds with the theory.
This fascinating work, from a writer at the forefront of experimental economics, will be warmly welcomed by academics, scholars and researchers involved in experimental economics, the methodology of economics, political theory, and political economy.

ASIN: 052102465X |
Book Description
Vernon L. Smith is the main creator of the burgeoning discipline of experimental economics. This collection of his papers from 1962 to 1988 surveys major developments in the field from early attempts to simulate economic behavior in now classic double oral auction markets through recent studies of industrial organization and decision making. Topics covered include monopoly and oligopoly supply and demand theory under posted pricing, uniform pricing, double continuous auction, and sealed bid-offer auction; hypothetical valuation and market pricing; asset price bubbles; predatory pricing; market contestability and natural monopoly; and the methodology of experimental economics. Taken together, the papers form a history of the study of economics under controlled conditions. Vernon Smith is Regents Professor of Economics at the University of Arizona, and is the author of over 100 articles and books on capital theory, finance, natural resource economics, and experimental economics. He is president of the Public Choice Society and past founding president of the Economic Science Association.

Public Economics Political Process and Policy Applications: Collected Papers on the Experimental Foundations of Economics and Politicalscience (Economists of the Twentieth Century)
Charles R. Plott Manufacturer: Edward Elgar Publishing ProductGroup: Book Binding: Hardcover ASIN: 1858980658 |
Book Description
`Charles R. Plott has a formidable armoury of experience backed up with an inquiring and rigorous intellect: an economist interested in getting clear answers to important questions. Before effectively becoming a full-time experimental economist, he enjoyed a fine reputation as a theorist in the area between political science and economics. By 1986 Plott had acquired a reputation as an insightful experimentalist - inspired and encouraged by Vernon Smith with whom he worked for a period before establishing his own experimental laboratory. Plott's contributions to the field of experimental economics are impressive. From 1981, since the Social Science Citation Index records begin, he has a total of 44 publications listed in this and related fields, many with co-authors who themselves are now established experimentalists. He has clearly stimulated a whole generation of economists into doing high quality experimental research. Many of these 44 papers are classics of their kind. The skill, energy and efficiency with which he operates is impressive.'- John Hey, University of York, UK and University of Bari, Italy
Public Economics, Political Processes and Policy Applications brings together an impressive collection of Charles R. Plott's work in experimental economics.
The papers in this volume represent the beginnings of Professor Plott's experimental research on public economics, public choice and political processes, which are the origin for experimental work in mechanism design and experimental testbeds. He addresses the problems related to committees and public choice institutions, and develops methodological foundations that were later exported to other areas of economics. In these groundbreaking experiments strategies for posing questions are developed. The fundamental principles that shape policy studies are discovered and refined.
The volume goes on to apply the principles to the prediction of group choice using game theory and voting theory, the power of special institutions and processes to determine outcomes, and the concept of equilibrium and equilibration in decision processes.
Finally, the papers reflect a maturing of the methodologies, devoting attention to their success in the area of institutional design in general and of policy in particular. With deep roots in problems related to policy analysis that are carried throughout the volume, Public Economics, Political Processes and Policy Applications will be a fascinating read for those with an interest in experimental economics, the methodology of economics, political theory, and political economy.
