              Measures of Active Labor Market Policy - such as training, wage subsidies, public employment measures, and job search assistance - are widely used in European countries to combat unemployment. Little, however, is known about what each country can learn from experiences in other countries. This study provides novel insight on this important policy issue by discussing the role of the European Commission's Employment Strategy, reviewing the experiences made in European states, and giving the first ever quantitative assessment of the existing cross-country evidence, answering the question "what labor market program works for what target group under what (economic and institutional) circumstances?". Using an innovative meta-analytical approach, the authors find that rather than contextual factors such as labor market institutions or the business cycle, it is almost exclusively the program type that matters for program effectiveness: While direct employment programs in the public sector appear detrimental, wage subsidies and "Services and Sanctions" can be effective in increasing participants' employment probability.

                I've never read such a boring book! It takes ages before you start understanding what this guy is actually saying. After reading a few pages you'll be fast asleep... At least I did.

                This book is seasoned economists only... It IS badly written, the theory is unnecessarily complicated, but then again it was certainly not intended to be an elegant political essay. If you want to know about the scientific depths of economic integration between nations, this is the right reading for you. But be prepared to take a lot of aspirin.

                This is a total contrast to american books. It is without colors, pictures. You can hardly find a graph in it. Besides this, that the book is not interesting to look at and it is also written in a totaly ununderstandable way. It wants to be sophisticated, but it is a crap! I would not recomend this book to anyone who does not really need it.

                This is one of the classic text in the area. It covers most of the main policy areas in a series of chapters written by separate authors. The multi-author thing is a bit disturbing given very different levels. Another drawback is that it contains relatively little economics and not all of that is up-to-date -- most of the book presents policy and institutional details. The latest version is quite up-to-date but nothing on the Constitutional Treaty and little on the 2004 enlargement.

                  The book is concerned with the main issues that arise for general commodity taxation in the internal market: the choice of a new international tax principle and the question of tax rate harmonization. The book provides a thorough discussion of these issues and evaluates the choices made by the European Community from a welfare-theoretic perspective by comparing them to feasible alternatives. The discussion integrates a large number of recent theoretical and policy-oriented contributions which have so far not been collected and summarized in a single volume. Special features of the book are that (a) the analysis combines elements of international trade theory and public finance, two economic disciplines which are rarely integrated; (b) a dual general equilibrium framework is used throughout the analysis, (c) a second-best setting is consistently employed, incorporating relevant policy constraints and integrating conflicting arguments in a single analytical framework, (d) part of the theoretical analysis is supplemented by a computable general equilibrium approach. The book shows that well-known international trademodels can be extended to model alternative principles for taxing international trade but also international differences in preferences for public goods and different views of government behavior - issues which are directly relevant for the discussion of tax rateharmonization but are rarely treated in an analytical way.
