    The power of the European Parliament has been steadily and visibly increasing in recent years. This arises from EU treaty changes and from the fact that more and more decisions are being made at the European level. At the same time, however, the already low rate of turnout in European elections has actually been declining. This powerful new study examines a seemingly paradoxical situation which has raised deep concern about the democratic deficit in the European Union. The authors analyse the concepts of participation, democracy, and legitimacy and their applicability at the European level and develop a typology of voter participation and abstention in the European context. Combining extensive new data from specially commissioned surveys in all 1994 member states with a searching review of the existing evidence, they provide a comprehensive account of the legitimacy of the European Union and examine the images of the European Parliament, citizens experiences of the 1994 campaign and their perceptions of the parties and the candidates. In an analysis that challenges existing interpretations, the institutional, demographic, and attitudinal sources of participation and abstention are fully explored. The study concludes by considering how participation and democratic representation might be enhanced, acknowledging forthrightly the obstacles and inherent limits that such efforts are likely to face.

    States like Russia and Ukraine may not have gone back to totalitarianism or the traditional authoritarian formula of stuffing the ballot box, cowing the population and imprisoning the opposition–or not obviously. But a whole industry of “political technology” has developed instead, with shadowy private firms and government “fixers” on lucrative contracts dedicated to the black arts of organizing electoral success.



    This book uncovers the sophisticated techniques of the “virtual” political system used to legitimize post-Soviet regimes: entire fake parties, phantom political rivals and “scarecrow” opponents. And it exposes the paramount role of the mass media in projecting these creations and in falsifying the entire political process.



    Wilson argues that it is not primarily economic problems that have made it so difficult to develop meaningful democracy in the former Soviet world. Although the West also has its “spin doctors,” dirty tricks, and aggressive ad campaigns, it is the unique post-Bolshevik culture of “political technology” that is the main obstacle to better governance in the region, to real popular participation in public affairs, and to the modernization of the political economy in the longer term.

    Without doubt, this book will have a formative influence on future post-Soviet studies and should lead to re-assessment of many former findings on post-Soviet politics. To be sure, Wilson has neither introduced here any neologisms, nor produced a criminological study with entirely new data. Yet, he has still done political science a service by demonstrating in admirable detail how hidden control of information flows, party-building, and electoral processes by the powers-that-be has been perverting democracy, in the post-Soviet world, to such a degree as to create a relatively novel system of state-society relations in which fundamental democratic procedures are formally observed, but made largely senseless through their more or less sophisticated manipulation. Thus, Wilson does make here in so far a terminological innovation as he, in my reading, lifts the, until now, largely colloquial, peculiarly post-Soviet construct of "political technology" to a proper political science concept, i.e. to a term specifically designed to distinguish certain post-Soviet political practices from those political PR campaigns that are also well-known in the West. What to this reader seems particularly important in Wilson's argument is that he explicitly argues that "political technology" should only partly be understood as a radicalization of some dubious Western political practices, such as the massive negative advertising that has been typical of recent US presidential election campaigns. Instead, Wilson shows that "political technology" is, above all, rooted in Russia's and the other republics' Soviet past, namely in the peculiar manipulation strategies that the KGB and other Soviet bloc security services had developed in their fight against anti-Soviet dissent.
    On the one hand, Wilson has thus strengthened the Soviet element within the construct "post-Soviet transitions" lending support to those researchers emphasizing the continued relevance of the area studies element--as opposed to cross-civilizational comparative approaches--in the study of contemporary Russia, Ukraine, etc. On the other hand, we might be dealing here with a case were post-communist studies can make a contribution to general political science: "Political technology" or "virtual politics," as introduced by Wilson, might be concepts that will travel to other regions of the world and could help us to understand better various perversions of democratic procedures by spin-doctors who might not have had the benefit of serving in the KGB, but who may still be comparably cynical and similarly original in the choice of their instruments for manipulating democratic processes.
    This is, therefore, a book that one can safely recommend as being conceptually and theoretically innovative to both, political scientists dealing and not dealing with the former Soviet Union. Wilson's book is of additional value because of the astonishing amount of--partly, little-known--facts, dates and names that he has amassed here, and the variety of large events and small affairs that his narrative chronicles. Enlightened Russian or Ukrainian political scientists may find Wilson's emphasis on the role of "political technology" not very original, and be, at best, intrigued by the relative novelty of these phenomena to the comparative study of democracy. They will, I would suspect, still be impressed by, and able to learn from, Wilson's book because it is such a dense and well-researched description.

      The Federal Vision is about the complex and changing relationship between levels of governance within the United States and the European Union. Based on a transatlantic dialogue between scholars concerned about modes of governance on both sides, it is a collective attempt at analysing the ramifications of the legitimacy crisis in our multi-layered democracies, and possible remedies. Starting from a focus on the current policy debatea over devolution and subsidiarity, the book engages the reader in to the broader tension of comparartive federalism. Its authors believe that in spite of the fundamental differences between them, both the EU and the US are in the process of re-defining a federal vision for the 21st century. This book represents an important new contribution to the study of Federalism and European integration, which seeks to bridge the divide between the two. It also bridges the traditional divide between technical, legal or regulatory discussions of federal governance and philosophical debates over questions of belonging and multiple identities. It is a multi-disciplinary project, bringing together historians, political scientists and theorists, legal scholars, sociologists and political economists. It includes both innovative analysis and prescriptions on how to reshape the federal contract in the US and the EU. It includes introductions to the history of federalism in the US and the EU, the current debates over devolution and subsidarity, the legal framework of federalism and theories of regulatory federalism, as well as innovative approaches to the application of network analysis, principal-agent models, institutionalist analysis, and political theories of citizenship to the federal context. The introduction and conclusion by the editors draws out cross-cutting themes and lessons from the thinking together of the EU and US experiences, and suggest how a federal vision could be freed from the hierarchical paradigm of the federal state and articulated around concepts of mutal tolerence and empowerment.

              The European Union's growing accountability deficit threatens to undermine its legitimacy. This was acknowledged by the Member States in Nice in February 2001. Recognising the need to improve 'the democratic legitimacy and transparency of the Union and its institutions', they agreed to launch a debate on the Union's future. At Laeken in December 2001, the Member States decided that the debate should be carried forward in a Convention comprising the main parties involved. The debate will start to crystallise in 2004, when negotiations on a new set of Treaty changes will begin. The outcome of those negotiations will profoundly affect the constitutional and political health of the Union as it confronts enlargement to the east and south and the challenges of the 21st century. However, the Union's accountability and legitimacy deficit is so deep-seated that it is unlikely to be eradicated completely by the changes agreed. The issue will therefore remain high on the political agenda for the foreseeable future. The contributors to this interdisciplinary collection of essays consider various aspects of accountability and legitimacy in the European Union. How open should the Union's decision-making be? What is the right balance between accountability and efficiency? Does the Union now need a formal constitution?                 Since the beginning of the European Community students of international politics and of international, resp. constitutional law, have been wondering what kind of animal it is, and will be, once integration has been completed. Whereas the EC Treaty of 1957 stressed the economic aspects and envisioned a steady and dynamic progress towards a Single Market, it was conspicuously silent about the political implications of integration and the new democratic order. Political analysts have since tried to fill this gap and develop solutions, but few, so the author claims, have gone any farther than stating the necessity of a new transformation of democracy; fewer still have set about devising new models of a post parliamentay democracy. However, the answer does not lie in a basically statist concept of constitutionalization-cum-parliamentarization. What is needed, she argues in this powerful and original contribution to the debate on democratization of the European Union, is rather a flexible system that supplements the European decision-making process with various direct democratic instruments such as the use of referenda. These would serve to increase the accountability of the politicians without demanding or requiring a definitive resolution of the exact constitutional status of the Union.

The purpose of the studies is to understand the density of demand within a country and the extent to which a city might be used as a point of distribution within its region. From an economic perspective, however, a city does not represent a population within rigid geographical boundaries. To an economist or strategic planner, a city represents an area of dominant influence over markets in adjacent areas. This influence varies from one industry to another, but also from one period of time to another. In what follows, I summarize the economic potential for the world\'s major cities for "smoked herring, whitefish, chub, cisco, and other fish excluding salmon" for the year 2007. The goal of this report is to report my findings on the real economic potential, or what an economist calls the latent demand, represented by a city when defined as an area of dominant influence. The reader needs to realize that latent demand may or may not represent real sales. For many items, latent demand is clearly observable in sales, as in the case for food or housing items. Consider, however, the category "satellite launch vehicles". Clearly, there are no launch pads in most cities of the world. However, the core benefit of the vehicles (e.g. telecommunications, etc.) is "consumed" by residents or industries within the world\'s cities. Without certain cities, in other words, the market for satellite launch vehicles would be lower for the world in general. One needs to allocate, therefore, a portion of the worldwide economic demand for launch vehicles to both regions and cities. This report takes the broader definition and considers, therefore, a city as a part of the global market.

                            This report was created for global strategic planners who cannot be content with traditional methods of segmenting world markets. With the advent of a “borderless world”, cities become a more important criteria in prioritizing markets, as opposed to regions, continents, or countries. This report covers the top 2000 cities in over 200 countries. It does so by reporting the estimated market size (in terms of latent demand) for each major city of the world. It then ranks these cities and reports them in terms of their size as a percent of the country where they are located, their geographic region (e.g. Africa, Asia, Europe, Middle East, North America, Latin America), and the total world market. In performing various economic analyses for its clients, I have been occasionally asked to investigate the market potential for various products and services across cities. Based on this “economic” definition of population, comparative benchmarks allow the reader to quickly gauge a city’s marketing and distribution value vis-à-vis others. This exercise is quite useful for persons setting up distribution centers or sales force strategies. Using econometric models which project fundamental economic dynamics within each region and city of influence, latent demand estimates are created for smoked herring, whitefish, chub, cisco, and other fish excluding salmon.
