      Small states have learned in recent decades that capital accumulates where taxes are low; as a result, tax havens have increasingly competed for the attention of international investors with tax and regulatory concessions. Economically powerful countries including France, Britain, Japan, and the United States, however, wished to stanch the offshore flow of domestic taxable capital. Since 1998 the Organisation for Economic Co-operation and Development (OECD) has attempted to impose common tax regulations on more than three dozen small states.

      In a fascinating book based on fieldwork and interviews in twenty-two countries in the Caribbean, North America, Europe, and islands in the Pacific and Indian Oceans, J. C. Sharman shows how the struggle was decided in favor of the tax havens, which eventually avoided common regulation. No other book on tax havens is based on such extensive fieldwork, and no other author has had access to so many of the key decision makers who played roles in the conflict between onshore and offshore

      Sharman suggests that microstates succeeded in their struggle with great powers because of their astute deployment of reputation and effective rhetorical self-positioning. In effect, they persuaded a transnational audience that the OECD was being untrue to its own values by engaging in a hypocritical, bullying exercise inimical to free competition.

      of American politics as we now know them today. After you read this book, you will understand what a republican is and a democrat is. It deeply explains what has happened to the minorities in our country and does make a good arguement how the 1964 Civil Right Act has been the catalyst to the current situation we have today. This book has made me more politically aware then ever before, and aided me in making a more educated decision of where I stand on the political continuim. This is an undervalued book on the market today, and is a great bargain for the knowledge it will give you of contemporary America.

        Book Description

        Fiscal Disobedience represents a novel approach to the question of citizenship amid the changing global economy and the fiscal crisis of the nation-state. Focusing on economic practices in the Chad Basin of Africa, Janet Roitman combines thorough ethnographic fieldwork with sophisticated analysis of key ideas of political economy to examine the contentious nature of fiscal relationships between the state and its citizens. She argues that citizenship is being redefined through a renegotiation of the rights and obligations inherent in such economic relationships.

        The book centers on a civil disobedience movement that arose in Cameroon beginning in 1990 ostensibly to counter state fiscal authority--a movement dubbed Opération Villes Mortes by the opposition and incivisme fiscal by the government (which for its part was eager to suggest that participants were less than legitimate citizens, failing in their civic duties). Contrary to standard approaches, Roitman examines this conflict as a "productive moment" that, rather than involving the outright rejection of regulatory authority, questioned the intelligibility of its exercise. Although both militarized commercial networks (associated with such activities trading in contraband goods including drugs, ivory, and guns) and highly organized gang-based banditry do challenge state authority, they do not necessarily undermine state power.

        Contrary to depictions of the African state as "weak" or "failed," this book demonstrates how the state in Africa manages to reconstitute its authority through networks that have emerged in the interstices of the state system. It also shows how those networks partake of the same epistemological grounding as does the state. Indeed, both state and nonstate practices of governing refer to a common "ethic of illegality," which explains how illegal activities are understood as licit or reasonable conduct.

            This book is an excellent tool for anyone looking for insights in this topic. If you're new in transfer pricing, you'll find it easy to understand and to get an overview of TP that companies tipycally don't like to discuss or share. If you're working in TP you can use it as a benchmark. Don't expect large formulas to calculate the options to hide your profits in low-tax countries, but you'll find organizational aspects, financial details, approach and strategy.

                Until the New Deal, most groups seeking protection from imports were successful in obtaining relief from Congress. In general the cost of paying the tariffs for consumers was less than the cost of mounting collective action to stop the tariffs. In 1934, with the passage of the Reciprocal Trade Agreements Act, all of this changed. The six decades that followed have produced a remarkable liberalization of trade policy in the United States. This occurred despite the fact that domestic politics, according to some of the best developed theories, should have prevented this liberalization.
                Michael Gilligan argues that liberalization has succeeded because it has been reciprocal with liberalization in other countries. Our trade barriers have been reduced as an explicit quid pro quo for reduction of trade barriers in other countries. Reciprocity, Gilligan argues, gives exporters the incentive to support free trade policies because it gives them a clear gain from free trade and thus enables the exporters to overcome collective action problems. The lobbying by exporters, balancing the interests of groups seeking protection, changes the preferences of political leaders in favor of more liberalization.
                Gilligan tests his theory in a detailed exploration of the history of American trade policy and in a quantitative analysis showing increases in the demand for liberalization as the result of reciprocity in trade legislation from 1890 to the present. This book should appeal to political scientists, economists, and those who want to understand the political underpinnings of American trade policy.

                The general property tax--a locally administered tax ostensibly levied at equal rates on all wealth--evolved out of the struggle for political and economic equality in the early American republic. It was, as Fisher shows, consistent with Jacksonian democratic principles that kept the tax power decentralized, limited, and close to home, while producing sufficient revenue to support state and local government even in thinly populated frontier states.

                But as new states and their constitutions emerged throughout the nineteenth century, many citizens criticized the Jacksonian approach for its inconsistencies and inequities. Advocating principles long-associated with Alexander Hamilton and the Federalists, these critics called for uniform taxes centrally administered by professional bureaucracies. This tension between Jacksonian and Hamiltonian principles is an integral part of Fisher's story and remains unresolved as our local governments continue to cope with the conflict between their revenue needs and the desire for equitable taxation.

                Drawing upon economic, legal, political, and public administration perspectives, Fisher has fashioned an illuminating chronicle of popular government and intergovernmental relations (federal, state, and local) that will be of equal interest to scholars, students, local governments, and reform-minded taxpayers.
