            This book is an excellent practical tool to gain understanding on how the Production Sharing Contracts/ Agreements of the international oil industry work and how the negotiations on PSA normally flow. Johnston does not concentrate on cultural aspects of a particular country, but rather on the mechanics of the PSA and its major issues. The topics that Johnston covers are "Petroleum Fiscal Systems," "Concessionary Systems," "Production Sharing Contracts," "Risk Service Contracts," "Threshold Field Size Analysis," "Global Market for Exploration Acreage," "Production Sharing Contract Outline" "Accounting Principles," and "Double Taxation." This introductory comprehensive overview of PSA concepts is written in a clear and understandable manner so that even a person without a background in accounting, taxation, and oil engineering is able to understand the author's explanations and conclusions. This source will be most helpful to consult if one is interested in learning or simply clarifying the concepts of exploration economics, oil taxation, contract/fiscal terms, and PSA negotiations in the international context.

              This book is an easy read but if you are looking for some in depth information you should pass on this one. The author does a good job of presenting the information in a format that is simple for the reader and is a good resource for the novice in oil and gas accounting and finance. Intermediate to advanced personnel should try for something with more practical methods than presented here.

              For the beginner it is a very good book.

                  From the supplier: The major oil exporting countries (MOECs) turned to fiscal policy as the instrument of economic adjustment following the violent swings in the price of oil following the early 1970s because their governments rather than the private sector are both the recipients and disbursers of oil export receipts. The effects of the fiscal policy changes the MOECs implemented in the 1970s included: increased diversification; price stability; and external payments developments, such as fiscal restraint, exchange rate depreciation, and quantitative restrictions.

                        From the supplier: A major portion of sub-Saharan Africa's foreign exchange earnings are devoted to the procurement of petroleum. As the region becomes more developed, the demand for energy will also grow, thus, setting up a vicious circle. Economic growth will be needed to pay for the expanding oil bill and more imported fuel will be needed to generate economic growth. Furthermore, the financial drain that results from petroleum procurement and distribution inevitably dull the benefits of adjustment processes, crowding out the surpluses that these economies could generate for sustained investments for social development and severely strapping the economies of foreign exchange availability and vital contact with world trade. However, this situation could be ameliorated. Revamping of policies and practices in hydrocarbons procurement and distribution could yield savings in the region by opening the market for competition and discontinuing petroleum monopoly.
