I have not yet read this book, but in the absence of any other reviews, I should point out that it is a classic frequently referred to in many other books on energy medicine. Burr was a professor at Yale who did experiments in the 1970s and was able to detect electrical fields around plants and animals, which he called the "l-field" or "life field." This book appears to be a summary of his findings and their implications, written for the lay person, followed by the technical results of his experiments for those who may wish to read his methodology for himself and possibly repeat it.

Poor writing too hard to overcome.......2007-03-21

I was really interested in this subject and thought I chose this book carefully. I liked the table of contents and am sure that the author did a tremendous amount of reseach for this book. The style of writing, however, is so bad that I can't finish it. It is written in a droning, dry, over-generalized undergraduate academic style that puts you right to sleep. The author chose to write a formal report, full of unnecessarily long, awkward sentences and stiff language, and gave away the opportunity to tell the stories of these important river basins. This is not a complaint about wanting to be more entertained. There is a lot of information to convey and few readers will be familar with the details. Still, the pain of reading this book just isn't worth the time and effort it will take to finish.

For countries that share river basins with others, questions of how best to use and protect precious water resources always become entangled in complex political, legal, environmental, and economic considerations. This book focuses on the issues that face all international river basins by examining in detail the Nile Basin and the ten countries that lay claim to its waters. John Waterbury applies collective action theory and international relations theory to the challenges of the ten Nile nations. Confronting issues ranging from food security and famine prevention to political stability, these countries have yet to arrive at a comprehensive understanding of how to manage the Nile's resources. Waterbury proposes a series of steps leading to the formulation of environmentally sound policies and regulations by individual states, the establishment of accords among groups of states, and the critical participation of third-party sources of funding like the World Bank. He concludes that if there is to be a solution to the dilemmas of the Nile Basin countries, it must be based upon contractual understandings, brokered by third-party funders, and based on the national interests of each basin state.

Opposition to the Oahe project was intense and well organized. After four years of bitter competition, an energetic and resourceful grassroots group, United Family Farmers, wrested control of the Oahe conservancy district board, a government agency that had been an ardent supporter of the irrigation project. That political triumph led to the only victory in the West by a grassroots group over the Bureau of Reclamation and the irrigation and business establishment.

A Lesson in Citizen Action.......2000-06-09

This book covers the changing of the guard in American politics, when authority was no longer unquestioned and citizens were learning how to organize and exert their positions. In hindsight, it is amazing that such an ill conceived idea as transporting 800,000 cubic yards of water over 100 miles to irrigate land inherently unsuited to irrigation could have held sway for three decades before being exposed as impractical. The fact that this feat was accomplished by a handful of citizens, against the united desires of the press and business and political leaders, makes it even more interesting reading.

During the period that this drama was being acted out, I served as a Special Assistant to the Governor of South Dakota, and I was impressed by the clear, interesting and straightforward telling of this story. While I would dispute some of the details, to a reader that did not live out this drama, these are of a minor consequence. As the staff member that authorized funding of the study of transporting Missouri River water to Wyoming, I can assure the readers that this study was done solely to determine the impact of providing clean, fresh water to ranches and small communities in western South Dakota and was completely unrelated to the Oahe project. Governor Kneip quickly distanced himself from this study when objections arose from our political base in eastern South Dakota. This study, however, documented the importance of clean water supplies to the public health and the raising of livestock. The rural water systems that were created in the wake of Oahe addressed this need and as the author noted, this was the lasting legacy of the Oahe Project.

There is a natural tendency in books like this to paint the good guys as pure and the establishment as universally bad. In this case as part of the establishment, there were major differences of opinion within the Kneip administration on the feasibility and desirability of the Oahe Project. The decision to "leak" and make public a wide array of documents that were destined to aid the opponents was thoroughly debated and I admire Governor Kneip's tolerance of those that prevailed in providing the public the truth.

The Brahmaputra River basin is considered the lifeline of India. Lying in the northeast region of India, it represents nearly 30% of India's water resources potential and 41% of its total hydropower. In terms of the average discharge, it is the fifth largest river in the world. These resources notwithstanding, the northeast region remains woefully underdeveloped. A sustainable development of this region cannot be achieved without water resources development of the Brahmaputra River basin. To that end, an integrated basin-wide approach is needed, combining social, political, economic, administrative, cultural, and legal considerations with scientific and technological paradigms. It must involve people's participation.
