The book is directed at a researcher, who might be an undergrad or graduate student in the social sciences. Who has never designed and run an experiment. So the topics that need to be understood are explained.

Like simple statistical analysis. This particular discussion is indeed very brief. The reader who needs help with this should consult other books that have more extensive discussions.

Other topics are covered in more detail by Kettner. Like defining various hypotheses that can be tested by the experiment. And conducting the experiment or intervention. Here, the experiment might, in a slightly different context, be a social program that has to be implemented. The book helps you lay out that program and run it.

      Used as a textbook for MPA program. Good overview of PA theories and preconceptions. Does not address the need to deconstruct social norms to focus on desired outcomes. Theory and studies are reviewed in this textbook. The chapters are short and sufficient). However, it is not completely thorough and detailed.
      Will I keep it as a resource - probably.
      Will I use it in the future (in daily practice) - probably not.

      This textbook was required for my Masters of Public Administration class in Organizational Management and Change. The author did extensive research into the concepts and provides a wealth of information. He does have a tendency to preview chapters from within other chapters; this is somewhat distracting because you're never sure when you will get all the information.

      As a PA student, I realized that this text was essential to the basic understanding of Public Administration. It gives basic theoretical knowledge and analytical skills to practice contemporary public management. Each chapter builds from the next. I used this text book as one of my FIRST resources when I began the Public Administration curriculum and I found it very helpful. It helped me comprehend how to improve the overall effectiveness of governmental operations with concepts such as "value driven management". It's a winner!

      This book sums up the some popular management tools to be used in public organizations with the intent of helping them to meet citizens demands of highest quality service. Including Strategic Planning, Total Quality Management, Re-Engineering, Benchmarking, Outsourcing, many approachments (or tools) that can be useful in restructuring public organizations are told in this valuable book. Readers who want to understand the basic principles of popular management tools developed for private sector organizations (but can be applied to public sector)should read this book. One of the obvious weaknesses of the book is its cases which were not well-developed.

      Overall, I recommend Cohen's book to readers who have spare time.
