Dr. White, an international expert in the field of international terrorism has put together a great book to help the average reader who may be inundated with the "war on terrorism" put the problem in perspective. The book is presented in terms comprehensible to the average reader and is not a doomsday approach that many terrorism authors have today. This is a great read and allows a reader to fully comprehend the global problem we face without the rhetoric. Thanks Dr. White.

This book is presently being used in my college course on Terrorism. The author presents the information in a precise and readable way. The book was nothing of what I thought it would be. It presents a unbiased history of terrorism . . .from beginning to the present...with explanations about how terrorism works.
Only problem I have with the book, is the author keeps referring to other Chapters when explaining some of the points. I would have preferred to have everything together.
Definitely a book that will help you understand what is going on in the world today.

When local governments prove lack of temerity and live in chattering fear from terrorists in their midst, there will be no measure for panic, and experience indicate that fear breeds atrocities.
Experience also indicate that terrorists atrocities do not remain localized, they tend to spread outside the borders.
The UN should leave no stone unturned until terrorism is defined.
If the UN took, in unison, immediate actions in the past century to quash the plots for terrorist's acts, many sad events on the turn of this century would have not been speeded up so sudden and hysterical.
But the UN remained weak by the `Veto' power.
It is amazing how the `super powers' sat on heaps of weapons delicately stored in their arsenals to be on the look out against each others, tiger vis-à-vis tiger, while the bugs were brewing to bug.
Certainly the chain of events leading to 9/11 was so odd they would have been more fitting the famous James Bond - Agent 007 movies.
But the unfortunate fact is that what happened was gravely true.
The USA is to blame because by remaining so passive in the past and by sitting put and lethargic when bloody acts looked them in the eye, America delivered the `wrong' message.
It is incredible how the American public was left aloof to know if the successive Administrations had been seriously handling, or gathering intelligence, about bloody acts around the world.
It is also incredible how the USA abdicated its responsibilities to the UN waiting in profound ignorance to see how the disasters from `petty' and `localized' wars in small countries will unfold.
We can all recall Jimmy Carter's famous smile (a precursor of inaction) and his inclination towards pacifism. (Rescue attempt of American Hostages in Iran that failed).
Despite Ronald Reagan's gifted articulation, his soft actions were no match to his hard words and the same pacifist messages were again delivered.
The USA must have taken better heed of what went `wrong' in small countries on this planet (Lebanon for example), not to stoop from the slightest incident (the attack, that killed 241 marines, on their compound located at Beirut Airport on October 23, 1983, for example). Immediately after this sad event, the USA pulled their forces out of Lebanon - scuttling away from important pressing responsibilities.
As World Power, the USA should not have been deceived!!!
Georges Bush senior daring reprisals looked pale, later on, when Bill Clinton weakened them by his impulse to deal with internal matters at home mixed what they feared to believe with what they dared not to believe. Despite short periods of `hopes' during his first term, Bill Clinton occupied the media for quite sometime bringing up the image that USA house is crumbling, at its weakest point, leaving a lot to be desired.
Mr White sees the definition of terrorism very difficult to formulate, and it gets more confusing within 'Homeland Security.'
Who should decide what is a terrorist act or otherwise a resistance struggle?
Are the Palestinians terrorists? Were Yitzhak Shamir and Menachem Begin terrorists or resistance?
Are Hizbullah terrorists and who should decide so? Were members of the French resistance terrorists?
Which signposts should support `a definition' to be recognized by all nations? Should references to certain groups in history be taken as signposts, and equated with current ones? And how soon will it be settled?
As long as there are inequities in the pending issues facing the UN there shall never be a universal definition.
Who should take the lead to define the legend `Terrorism' , the UN or the USA. This time, the UN seems to abdicate this responsibility to the USA. Our impression is one that the UN is playing the role of the Carrot and the Stick is relegated to the USA.
Perhaps this very dilemma that has been challenging the USA presidents in the last twenty years of the twentieth century until the beginning of this one, will also determine the shape of nations in our times.

Some Serious Omissions in the First Edition.......2006-06-06
"Homeland Security: A Complete Guide to Understanding, Preventing and Surviving Terrorism", contains two chapters addressing the Islamic aspects of the current era of terrorism and jihad activity: Chapter 4, "The Mind of the Terrorist: Why They Hate Us", and Chapter 5, "Al-Qaida and Other Islamic Extremist Groups: Understanding Fanaticism in the Name of Religion". Each chapter is complimented with endnotes (29 for Chapter 4, and 19 for Chapter 5) and the absence of a bibliography suggests that the endnotes comprise the primary sources for each chapter. There are no Islamic sources.
Chapter 4, "The Mind of the Terrorist: Why They Hate Us" addresses Palestinian Terrorism, Iranian Terrorism, Suicide in the Name of Islam, Conditions For Terrorism and other considerations such as strife, poverty, ignorance, political oppression as motivations and sources of terrorist activity. The mandates in Islamic law animating jihad and directly influencing the terrorist mindset are not addressed.
In Chapter 5, "Al-Qaida and Other Islamic Extremist Groups: Understanding Fanaticism in the Name of Religion", the authors identify the five pillars of Islam and simply state that Zakat is the Giving of Alms.
A primary legal reference within the Sunni tradition, Ahmad ibn Naqib al-Misri's "Reliance of the Traveller: A Classic Manual of Islamic Sacred Law", tells the Homeland Security Professional that there are eight obligatory disbursements for Zaket. Three of them support warfighting and impact Homeland Security: Those Whose Hearts are to Reconciled; Those Fighting for Allah; and, Travelers Needing Money.
"Those Whose Hearts Are To Be Reconciled" (Traveller, page 270-271) states that "alms" may be given to ensure propagation of the faith in initial stages. Those to be reconciled include: Chief personages of a people (with weak or fledgling institutions needing economic support to improve or whose peers may be expected to enter Islam); Heads of a people who collect zakat for Islam from Muslims living near them who refuse to pay it; and, Heads of a people who fight an enemy for Islam at considerable expense and trouble to themselves. The obligatory disbursements for those whose hearts are to be reconciled constitute funding mechanisms facilitating the establishment of Islamic footholds in non-Muslim areas and the consolidating of those footholds to increase Islamic influence.
"Those Fighting for Allah" (Traveller , page 272) includes those engaged in Islamic military operations for whom no salary has been allotted and are to be "Given enough to suffice them for the operation even if affluent of: weapons; mounts; clothing; expenses: and, for the duration of the journey, round trip, and the time they spend there." Current interpretation and practice has been to provide expenses in supporting such person's family during this period. The obligatory disbursements for those fighting for Allah constitute a funding mechanism for combat, combat support and combat service support operations. This disbursement category is ideally suited for supporting autonomous, decentralized, asymmetrical military operations.
"Travelers Needing Money" (Traveller, page 272) include those who are "passing through a town in Muslim lands where zakat is collected or whose journey was not taken for the purpose of disobeying Allah, if such a person is in need, he is given enough to cover his personal expenses and transportation, even if he possesses money back home." The obligatory disbursements for travelers needing money defrays personal expenses and transportation costs associated with individual movement to and from conflict zones.
Continuing with Chapter 5, the authors touch very lightly on jihad failing to discuss the operational considerations both animating the enemy and whose understanding is essential to the Homeland Security Professional.
In addition to "Reliance of the Traveller," Al-Imam Abu Zakariya Yahya's, "Riyad-us-Salihee", (Darussalam, Riyadh, Saudi Arabia: 1998), p. 976-1016 and Ibn Rushd's "The Distinguished Jurists Primer", (Vol I and II, Garnet Publishing, Reading, UK: 1994), 454-487, clearly identifies combat, combat support and combat service support roles for the Muslim community when one initiates Jihad. There is clear legal guidance on the following points: upon whom support to Jihad is obligatory; conditions affecting the obligation; identification of the persons to be fought; the scale of harm that may be inflicted on the enemy; conditions for the declaration of war; the identification of the number from whom retreat is not permissible; permissions for truce and the two reasons for waging war (to force the conversion to Islam and to secure the payment of the "jizya").
These essential considerations for assessing the present environment are neither addressed nor referenced in "Homeland Security" but may be readily accessed by reading Islam's legal texts.
All first editions are, in essence, first drafts. If the second edition of "Homeland Security" incorporates Islamic sources and objectively explores the influence of Islamic law on the tactical, operational and strategic elements of today's terrorist environment, the Homeland Security Professional will have a truly invaluable desk reference.

Useful introduction to the many facets of homeland security.......2007-05-15
This is one of the first generation texts on homeland security. As such, it has a somewhat ad hoc feel to it, as though these (and other) authors are feeling out just what a text on homeland security is all about. The purpose of the book is described on page xiv: "The intent of this book is to provide a primer on homeland security for emergency managers, students of emergency management, and for the countless public and private sector individuals who find themselves suddenly thrust into the ever-expanding domain of homeland security."
The scope of the book is wide, as it covers a lot of territory. One necessary consequence of this is that coverage of individual topics can be a bit thin. On the other hand, the breadth of coverage is itself a virtue. One must trade off a bit of depth for breadth.
The book begins with a discussion of an historic overview of terrorist threats. As such, it does "set the table" for the rest of the book. However, there is actually very little on terrorists, their tactics, etc. Thus, the chapter seems to be written in something of a contextual vacuum. At some point in the volume, there should probably be a chapter on what we know about terrorists.
The book also explores the statutory and organizational infrastructure for homeland security. The resulting chapters are serviceable. Chapters proceed with coverage of safety and security; mitigation, prevention, and preparedness; response and recovery; communications; technology. The final chapter is forward looking, exploring the future of homeland security; it also considers the lessons learned from the reorganization of FEMA under the Department of Homeland Security.
Thus, while there is a "generic" sense to this book, it covers a great deal of territory and provides a broad-based introduction to the subject of homeland security. As such, a useful volume.
Good Start.......2006-06-16
I am a former Army intelligence officer and I think that this was a good first cut at the topic. I was enrolled in a Homeland Security class that used this text. We studied the system and response of DHS and then the following week Katrina hit followed by Rita. What should have happened and what actually happened leave much to be fixed. The description of terrorism was so lacking that the instructor allowed me to teach the class. The information on chemical and biological agents looked like it came out of a Hazmat class manual. To be a better book it needs to be updated and revised. FEMA has free online classes which the authors should consider in their update. This book was great as no other book attempted to put together the area of homeland security under the new DHS.

The author's provide an historical overview of the terrorist threat which is concise and highlights the September 11 timeline. The life cycle of emergency managment is presented by introducing several case studies which provide incite into failures of preparedness and response to terrorist incidents worldwide. The importance of communications and technology is discussed to help prevent and deter terrorism in security organizations. It is a book that everyone in security management should read.

Introduction to Homeland Security provides a comprehensive view of the dynamics of homeland security in the United States from the view of experienced emergency management facilitators. This is accomplished by providing a historical overview of the terrorist threat which culminates with the September 11th terrorist attacks and thereafter the various legislative, executive orders and organizational actions which lead to the largest re-organization of the federal government in recent history which results in the formation and creation of the United States Department of Homeland Security (DHS). An in-depth discussion and view of the pre-Katrina DHS are provided with applicable questions regarding the functionality and capabilities of this new department. Homeland security hazards are discussed with emphasis also placed on the safety and security of various aspects of the infrastructure of our society. The text also discusses the addition of prevention to the comprehensive emergency management life cycle of mitigation, preparedness, response and recovery. The book concludes with a discussion of the importance of effective communications with special emphasis placed on risk communications; the various types of technology being employed and various technology players and their activities; and, provides a discussion of the future of homeland security.
This book is especially beneficial in pointing out, through probing questions, that the federal government and bureaucracy thereof, both legislative and executive, cannot remember and/or don't listen to the lessons learned of the past, which ensures that we will be repeating them again, to the suffering and detriment of our citizens. The authors of this text were already asking questions regarding the security of our homeland in all regards, to which the answers have been so effectively pointed out through the Hurricane Katrina response and recovery failures of the DHS. For an understanding of the dynamic that is homeland security, and the core answer to what must be done to secure our homeland this book is a must read.

Jonathan R. White's Defending the Homeland: Domestic Intelligence, Law Enforcement, and Security is the book I assign as the keystone text for a Law Enforcement Intelligence course. It is a `must read' because it correctly portrays intelligence as both art and science, deeply rooted in action-making tangible things happen, getting real things done-by reducing warfare to its simplest level and thereby limiting the negative effects of susceptibilities such as fog, chance, and friction. This volume makes sense of how the traditionally polar fields of law enforcement and intelligence can develop a symbiotic relationship for synergistic effect.
Because it is one of the first sources for this argument, it serves as a measuring stick for both policy and operational analysis. It examines the concepts, uses, and limits of strategic intelligence in contrast to operational imperatives. Dyson has used his vast experience to help law enforcement officers solve terrorist crimes, something they have become more involved with since 9/11. He walks a novice through investigative techniques with which they may not be familiar and helps an experienced officer through other more technical topics. This book should be a part of every police library and used as a text in teaching potential officers in criminal justice programs around the country. Thanks Mr. Dyson for your years of service and for this excellent book.

I wish there was a score lower than 1 star to give.
First of all, let me say that there is valuable information in this book, if you are willing to sift the chaff for wheat.
However comma this book (as is admitted in the forward) was only written so the author could keep his job. And it shows.
The author contradicts himself, is overly complex when explaining things (why explain it to the reader when you can use overly difficult math instead?), and doesn't even provide answers to the questions posed in the end of chapter sections. When I say doesn't provide them, he wouldn't even give them to his publisher, I checked.
So, if you have the time to sift and decipher, this is the book for you, If not then I would recommend that you keep searching elsewhere for CIP information, my friend.

This thin volume is an important historical document. In a foreword, President George W. Bush says (page ix): "The "National Strategy for Homeland Security is a beginning. . . . It creates a comprehensive plan for using America's talents and resources to enhance our protection and reduce our vulnerability to terrorist attacks."
Overall, this brief volume provides a general outline for enhancing homeland security. The virtue of brevity, of course, is counteracted by a lack of concrete detail. It is more an abstract, general statement than it is an action plan. The report itself notes that (page 7): "The purpose of the "Strategy" is to mobilize and organize our Nation to secure the U. S. homeland from terrorist attacks." However, there is almost immediately some confusion in the mission. Just a few pages later, the document notes that natural disasters can be comprehended under the framework (see page 13).
The volume covers a great deal of territory and does a good job of outlining the various aspects of homeland security. However, the brevity often leads to general statements without concrete grounding.
The concluding chapter emphasizes the importance of developing priorities. It includes both the most important priorities as well as others that call for attention.
In the final analysis, this is an important historical document. Since it appeared so soon after 9/11, those responsible for the report may not have been given enough time to reflect as leisurely as would make sense. For those interested in the development of homeland security policy, though, this is a key artifact.
