This is a fantastic book with powerful insight about the failing of portfolio theory when it comes to understanding and managing business risks. Apgar offers wonderful examples to illustrate how business risks are actually learnable and he creates a framework for preparing yourself to be good at learning about and mitigating risk.

Of the many functions carried out by intelligence agencies, analysis and assessment has received comparatively little scholarly attention. In October 1994 the Canadian Association for Security and Intelligence Studies (CASIS) and the Intelligence Section of the International Studies Association (ISA) attended to this deficit by holding a special international conference on the subject in Ottawa. This volume is the product of that conference. The essays may be divided into four self-contained sets. The first examines critically the assessment systems now in place in Britain, the USA, Germany and Australia. The second looks at the bureaucratic dynamics of analysis and assessment. Any choice with a significant impact on the environment should, in principle, be the outcome of a political process reflecting the social preferences of everyone involved. Unfortunately, this ideal procedure requires a level of time and money that does not justify its application for planning each specific intervention. Different methods, mainly derived from traditional investment analyses, have been proposed for providing a rational basis for environmental decisions that cannot be analysed through a public debate. These methods have proved inadequate, however, and are being replaced by Environmental Impact Assessment (EIA) as a less formal, but more applicable, method of incorporating environmental considerations in the decision process. Most books on reliability theory are devoted to traditional binary reliability models allowing for only two possible states for a system and its components: perfect functionality and complete failure. However, many real-world systems are composed of multi-state components, which have different performance levels and several failure modes with various effects on the entire system performance (degradation). Such systems are called Multi-State Systems (MSS). The examples of MSS are power systems where the component performance is characterized by the generating capacity, computer systems where the component performance is characterized by the data processing speed, communication systems, etc.
This book is the first to be devoted to Multi-State System (MSS) reliability analysis and optimization. It provides a historical overview of the field, presents basic concepts of MSS, defines MSS reliability measures, and systematically describes the tools for MSS reliability assessment and optimization. Basic methods for MSS reliability assessment, such as a Boolean methods extension, basic random process methods (both Markov and semi-Markov) and universal generating function models, are systematically studied. A universal genetic algorithm optimization technique and all details of its application are described. All the methods are illustrated by numerical examples. The book also contains many examples of application of reliability assessment and optimization methods to real engineering problems.
The aim of this book is to give a comprehensive, up-to-date presentation of MSS reliability theory based on modern advances in this field and provide a theoretical summary and examples of engineering applications to a variety of technical problems. Environmental impact assessments are required for a wide-range of projects throughout the world. These assessments have increasing involved complex, political decision-making and incorporated values and beliefs of both stakeholders and interested parties. However, the results are often ineffective because values and beliefs are not easily quantifiable, and decisions are considered subjective. This analysis recognizes these problems and proposes practical methods based on fuzzy logic that will enable people preparing assessments to define terms and quantify opinions and input so that they are agreed upon by all involved parties. Fuzzy logic also quantifies the complex environmental, economic and social conditions that are present and are predicted by project alternatives. The author places special emphasis on the types of issues that frequently arise in NEPA environmental assessments and environmental impact statements and in similar regulations that are used in jurisdictions regionally and internationally. The new methods are intended to reduce the time and cost of assessments, while producing justifiable results. First, issues related to current environmental impact assessment methods are discussed. Then the book discusses how lessons learned from computational intelligence can address these problems. It describes how a systematic, logical approach to environmental assessment can be applied to a variety of complex situations. Finally, the design and implementation of a more objective and powerful assessment is demonstrated through a worked example. Explanations of computational intelligence techniques and discussions of helpful software are intended to benefit those people actually preparing and using environmental assessments--in language that makes the process transparent and transferable to all types of systems.
