                        Women have actively shaped literature in German-speaking countries from the Middle Ages to the present day. These authors continue to enrich the world of letters, and an increasing amount of scholarly attention is given to their writings. In spite of their contributions, however, most of these writers are virtually unknown to English-speaking scholars and students. And though one of the explicit goals of feminist literary and cultural studies has been to provide a voice to a multitude of diverse authors, feminist research still seems to focus heavily on texts by authors such as Christa Wolf, Ingeborg Bachmann, and Bettina von Arnim, or on certain periods in 19th- and 20th-century German literature and culture. As a result, many other women authors have faded into obscurity. Through entries written by expert contributors, this reference book provides insights into the life and writings of 54 women authors from German-speaking countries. Entries are arranged alphabetically to facilitate use, while an appendix lists the writers chronologically. Included are profiles of authors from the tenth century to the present day, such as Hrotsvit von Gandersheim, Louise Aston, Elfriede Jelinek, and Erica Pedretti. Each entry includes a biography, a discussion of major themes and stylistic features, a survey of criticism, and a bibliography of primary and secondary sources. An introductory essay overviews the history of literature by women in German-speaking countries and provides a theroretical context for the work, and an extensive bibliography of secondary sources concludes the volume.

                                Poverty will not be reduced on a large scale without tapping into the energy, skills, and motivation of the millions of poor people around the world. This book offers a framework for empowerment that focuses on increasing poor people's freedom of choice and action to shape their own lives. This approach requires three societal changes: a change in mindset, from viewing poor people as the problem to viewing them as essential partners in reducing poverty; a change in the relationship between poor people and formal systems, enabling them to participate in decisions that affect their lives; and a change in formal and informal institutions to make them more responsive to the needs and realities of poor people.

                                Based on analysis of experiences from around the world, the sourcebook identifies four key elements to support empowerment of poor people: information, inclusion / participation, accountability, and local organizational capacity. This framework is applied to five areas of action to improve development effectiveness. These are: provision of basic services, improved local governance, improved national governance, pro-poor market development, and access to justice and legal aid.

                                The sourcebook also offers 20 "Tools and Practices," focusing on a wide range of topices to support poor people's empowerment. These range from poor people's enterprises, information and communications technology, and community-driven development, to diagnostic tools such as corruption surveys and citizen report cards.

                                I don't imagine that anybody but students of the Modern Middle East or the Islamic World would find this useful, but for specialists in the field, this is an exceptionally valuable text. There are several points to commend this particular compilation. First, the introductory essay is very good. Second, the range of readings is geographically and topically broad. And third, one can search for essays both by region and by topic. It is an easy source to use for classroom study.

                                For those who don't have a significant background in the field, this work is likely to be unsatisfying, consisting largely of readings from 19th and early 20th Century Muslim intellectuals. For those with more than a passing interest, this collection certainly gives a sense of major issues and perspectives and would make a good companion to secondary source readings.
