Scholarly but Relatively Narrow Focus.......2006-01-31
The secondary title of the first edition of this book was A History of Communism in Kampuchea, 1930-1975. This is perhaps a more accurate description of the nature of this book. Kiernan presents a careful reconstruction primarily of the politics of leftist-communist movements in Cambodia, focusing in the later part of the book on how Pol Pot and his associates came to dominate the Cambodian Communist Party. This is not really a history of the Cambodian independence movement and while a very valuable book for understanding the events leading up to the Khmer Rouge accession to power, is not really a narrative/analysis of that phenomenon. Kiernan undertook the difficult task of reconstructing the internal politics of the Cambodian Communist movement and placing this in the context of leftist/nationalist movements in Cambodia from 1930 to the Khmer Rouge victory. In many ways, this is the story of how circumstances and the ruthless efforts of a small group of determined ideologues, mainly though not exclusively of relatively privileged background, conspired to allow this clique to dominate what was originally a relatively broad based nationalist/revolutionary movement. Because of scanty documentation and the deliberate efforts of the Khmer Rouge to obscure their history, this is quite a difficult undertaking which Kiernan carries off well. Kiernan covers the history of nationalist and leftist movements in Cambodia, the emergence of the Cambodian Communist movement, the internal struggles within the party between Vietnamese influenced communists and the Pol Pot group, and how the events of the civil wars of the 60s and early 70s allowed Pol Pot's group to dominate.
Kiernan is not, unfortunately, a gifted writer. His method is primarily to present a narrative with primary reliance of provision of much of the primary data. This can lead to a losing sight of the forest for the trees effect. He also does not produce much formal analysis, tending to make his interpretations implicitly. In some ways, the best piece of structural analysis in the book is the brief overview in the Introduction.
All of that said, there are quite a few compelling aspects to the book. There are multiple, often cruel ironies. In the second half of the 50s, Sihanouk, in an effort to divide the left, actually provided patronage for the urbanized intellectual leftists like Pol Pot who later became the most bitter opponents of his regime. Kiernan shows that the virulent nationalism of the Khmer Rouge in some ways had more in common with the bizarre nationalism of the corrupt and incompetent American client Lon Nol than with their Vietnamese-influenced competitors. The Nixon administration's bombing campaign in 1973 probably saved the Lon Nol regime but also allowed Pol Pot's group to consolidate their grip on power. Khmer Rouge success in 1973 would probably have resulted in a less brutal regime. This is an important book, though not easy to read.

This is THE book on the history of Cambodia in that era and the Khmer Rouge. There are very few Western scholars who know the Khmer language and are therefore able to do serious research. Ben Kiernan is one of those few. His book is well documented, an excellent introduction with many suggestions for further reading.

First-rate analysis of the dynamics of power in the shaping of an American city. The analysis benefits from the specificity of having choosen a single city: New Haven, CT. But the results of the analysis would be enlightening to the process of understanding the function of power in any community. The scholarship is of the highest quality; the discussion is insightful and thought-provoking. A great resource for those aspiring to shape/influence direction of community growth.

Wheeler-Bennett tells the story of how the German Army, having survived the disaster of 1918, proceeded to dominate the political life of the German Republic, exercising a virtually paramount degree of power and influence by its very withdrawal from the active arena of politics: and of how, when later it was mistaken enough to play politics instead of controlling them, it began a descent which only ended in abject defeat - militarily, politically and spiritually. The author reveals the extent of the responsibility of the Army for bringing the Nazi regime to power, for tolerating the infamies of that regime once it had attained power, and for not taking the measures - at a time when only the Army could have taken them - to remove it from power. In this second edition a new foreword by Professor Richard Overy sets Wheeler-Bennett's classic text in a modern context.

THE book to read on the German army in the inter-war period.......2004-07-19
I was privileged to know and study under Sir John Wheeler-Bennett in the last six years of his life, when he taught at New York University Graduate School of Arts and Sciences. He was a charming, courtly, witty and brilliant man, a thoroughly-trained historian and diplomat, who lived through the period he studied and knew most of the great figures of his time. That is a very rare combination.
Wheeler-Bennett was an insider, a member of the Duff Cooper-Winston Churchill group, who lived in Germany for a considerable part of the inter-war period, until a fortuitous combination of a trip and a warning enabled him to escape being killed during the "Night of the Long Knives." He maintained clandestine ties with some dissident members of the German General Staff through the war, and directed the Allies' organization and publication of the German Archives thereafter.
"Nemesis of Power" is not a quick read, but it is absolutely fascinating, and it still has a great deal of invaluable information more than forty-five years after its writing.

The federal special prosecutor: unprincipled abuser of power or staunch defender of the law? As Katy Harriger shows, the special prosecutor was a hotly debated and controversial subject throughout much of its existence. This was especially true, she argues, during the lengthy, expensive, and highly-politicized investigations of Lawrence Walsh and Kenneth Starr into allegations concerning Presidents Ronald Reagan and Bill Clinton.
Harriger offers the most complete assessment available of the use of special prosecutors in the post-Watergate era. She analyzes the independent counsel's role within the framework of the separation of powers, explaining how each has interacted with other key players in the political and legal system and showing how those relationships have affected the prosecutor's ability to conduct investigations.
Harriger's previous edition focused on the legacy of Watergate but was published before Walsh's Iran-Contra investigations were concluded. Her new study adds substantially more information on Iran-Contra, provides a clearheaded appraisal of Starr's sensationalized Whitewater-Lewinsky investigations, examines a number of senior-level cabinet probes, and critiques and clarifies the role of Attorney General Janet Reno in these latter matters. A completely new chapter compares Iran-Contra and Whitewater-Lewinsky to explore the limits of the law in the special prosecutor's efforts.
In this new edition, Harriger includes 20 new interviews with Washington insiders-including one with Kenneth Starr-and covers the debates that led to both the reauthorization of the independent counsel statute in 1994 and its demise in 1999. She then examines the pros and cons of the office and offers constructive suggestions for improvement should it be revived.
For students, scholars, and concerned citizens, her book takes us well beyond frenzied media hype and partisan politics to provide a timely reminder about the crucial role of separation of powers in our system of governance.
