    The chapters collected here explore a number of different issues, including the operation of the tariff-rate quotas established under the Uruguay Round Agreement, the implications of sanitary and phytosanitary restrictions on trade, and the growing controversy over genetically modified organisms. In addition, several chapters analyze the interaction between agricultural trade and environmental concerns.
    The relative prosperity in U.S. agriculture that attended the passage of the Federal Agriculture Improvement and Reform Act of 1996 was followed by a general decline in U.S. agricultural prices from 1998 to 2000. This trend in declining prices continues through the year 2001, despite the movement toward more liberalized agricultural trade. Trade liberalization has been the result of a variety of factors, including the implementation of the Uruguay Round Agreement, and the establishment of a variety of regional trade agreements, such as the North America Free Trade Agreement. Needless to say, in the face of falling agricultural prices and increasingly liberalized agricultural trade, the agricultural policy scene is an extremely complex one, both locally and globally.
    This volume does not pretend to offer a single, systematic prescription for what the next agricultural policy should be. Rather, the arguments and analyses contained herein are intended to highlight several issues that must be considered in the continuing debates on agricultural policy.

                  This book is long overdue! I highly recommend it to anyone interested in issues of allometry (how characteristics of organisms change with their size), scaling, and how attributes of organisms influence larger scale patterns in ecology and evolution. Scaling is probably the most important problem facing biology and this book is a fabulous launching point to a series of new approaches. The book presents several chapters by several of the leaders in the field - and range from vascular morphology of mammals, physiology, plant physiology and ecology, biomechanics, life-history, ecology and evolutionary biology, and even conservation biology. The long introductory chapter provides a nice introduction, history, and overview of the growing field. Probably the best attribute of the book is the underlying synthesis of biology. Those interested in building linkages between organismal biology, physiology, community ecology, ecology, large scale ecology, or evolutionary biology need to read this book.

                  Tim Smith brilliantly captures the essence of the problem facing fisheries scientists today. It is a leviathan that just won't go away, and ever since it was dregged up in the nets of history, this problem has divided fishermen and the government made to protect them. How has this affected the scientists who help mend the rift? Tim Smith captivatingly illustrates and illuminates the history of this. He shows his intelligence, expertise, and talent for observation through this great scientific work. His candid expressions and easy-listening quality language, help make a complex and global issue readily accessible to the common man. Anyone, scientists, government workers, fishermen, or even someone simply interested in fish can benefit from this work and can enjoy the book as a fireside companion. Who ever thought cetacean population dynamics could be so engaging? I didn't, until I read this book. A must have textbook indeed.

Such devices are integrated systems consisting of the basic helmet, an optical display, eye protection, and a head tracker. This report provides a comprehensive methodology for testing all aspects of such integrated helmet and display systems. The assessment methodology encompasses both laboratory and in-flight evaluations. The major evaluation areas for the laboratory assessment are optical/visual, biodynamic, and acoustical. The in-flight evaluation assesses flight performance and logistical supportability. In addition, human factors and safety issues are addressed.
