Over the last decade the regulatory evaluation of environmental and public health risks has been one of the most legally controversial areas of contemporary government activity. Much of that debate has been understood as a conflict between those promoting 'scientific' approaches to risk evaluation and those promoting 'democratic' approaches. This characterization of disputes has ignored the central roles of public administration and law in technological risk evaluation. This is problematic because, as shown in this book, legal disputes over risk evaluation are disputes over administrative constitutionalism in that they are disputes over what role law should play in constituting and limiting the power of administrative risk regulators. This is shown by five case studies taken from five different legal cultures: an analysis of the bifurcated role of the Southwood Working Party in the UK BSE crisis; the development of doctrines in relation to judicial review of risk evaluation in the US in the 1970s; the interpretation of the precautionary principle by environmental courts and generalist tribunals carrying out merits review in Australia; the interpretation of the WTO Sanitary and Phytosanitary Agreement as part of the WTO dispute settlement process; and the interpretation of the precautionary principle in the EU context. A strong argument is thus made for re-orienting the focus of scholarship in this area.

In such cases a note of caution (or precautionary measures to be taken before eating) has been appended to the remarks.
There are some cases where the common names could not be presented adequately, for the following reasons: judgements of edibility or toxicity differ from expert to expert; comments on gastronomic qualities vary from country to country. Also, there is diversity with regard to the fungus flora in various countries, and common names may not be readily known. Synonyms for the species have been incorporated as far as possible. Further, mushroom growers will be able to choose cultivated and semi-cultivated species as well as wild mushrooms of potential importance. Some which have a tough consistency (of the fruit-body) and which are not so palatable, but are reported to be edible in the view of a few researchers, have been referred to. Apart from gastronomic qualities, these edible fungi also have some nutritive value, and at present there is widespread research into growing mushrooms as a potential source of vegetable proteins other than fats, vitamins and minerals. Such information has also been discussed briefly. Thus this multilingual dictionary will serve as a guide and reference book to university students, researchers, teachers, agricultural scientists, food technologists and amateurs alike.

The first edition of this dictionary, Elsevier's Dictionary of Horticulture, edited by J. Nydam and A. de Jong was published in 1970. Since that time horticulture has expanded and developed spectacularly and the aim of this second edition is to meet a worldwide need to develop close contacts and to keep up with the developments in the horticultural world. Numerous terms have been introduced, covering a far broader field than the previous dictionary.Again English was chosen as the basic language and Portuguese has been added with Latin for the scientific names of organisms. Apart from the traditional subjects like vegetables, fruits, arboriculture, floriculture, mushrooms, crop science, plant breeding, botany and soil science, it now also includes tropical and subtropical horticulture, herbs and spices, landscaping, arable farming and grasses. More attention has been paid to market planning, economics, education, and extension and labour management. A number of terms relating to apiculture, meteorology and informatics have been introduced. Technology has been given more prominence, but so many new terms have been coined in this field that a selection had to be made. Regarding plant diseases, only general terms are mentioned; specific pests and diseases are not listed in view of the existence of specialized dictionaries. The same goes for weeds. A list of international organizations is included, with translations in English and French.
