In 1968, Congress passed Title III of the Omnibus Crime Control and Safe Streets Act of 1968. In 1978, the Foreign Intelligence Surveillance Act of 1978 ("FISA") was enacted. In 1986, Congress passed the Electronic Communications Privacy Act of 1986 ("1986 Act"), Public Law No. 99-508, which substantially revised Title III to provide coverage for the technological advances developed in the area of electronic communications since the passage of the original act. Minor amendments have since been made to the 1986 Act. These statutes share several common characteristics. Both Title III and FISA prescribe authorization procedures which must be followed before electronic surveillance can be conducted. These procedures include judicial approval of surveillance applications; minimization! of interceptions by surveilling officials; and limitations on the use of intercepted information. Moreover, both statutes impose civil and criminal sanctions on unauthorized surveillance activities. one court has distinguished between these regimes, holding that "FISA regulates both aural and visual electronic surveillance conducted for foreign intelligence purposes, and [Title III] regulates aural electronic surveillance conducted for domestic purposes." United States v. Koyomejian. In 2004, the Assistant Attorney General, Criminal Division noted: “the FISA Court, or the Foreign Intelligence Surveillance Court is what folks are referring to when they sometimes refer to a “secret” court, where closed hearings include judges and government lawyers but no defendants or defense counsel. The FISA Court was set up a long time ago, back in 1978, when Congress established two different systems for criminal prosecution and foreign intelligence matters. The first system is the adversarial one that you know all about-prosecutors, defense lawyers, judges, and juries, all talking about whether or not a defendant committed a crime. The second system includes the FISA Court. The judges on this court regulate the government's collection of foreign intelligence information in the course of conducting counterintelligence. What does this mean in plain English? It means that the FISA Court doesn’t even get involved in run-of-the-mill criminal cases – for example, drugs, organized crime, and fraud. Instead, these judges get involved when the government has reason to believe that a person’s acting on behalf of a foreign power like another country or an international terrorist organization, and we’re trying to thwart espionage, sabotage, or terrorism.                       Rostoker-Gruber's collection of smart, cooperative barnyard animals is both clever and funny. Each group of animals displays an distinctive, and often appropriate, personality type, especially when faced with the challenge of completing a list of chores after Farmer Ted oversleeps due to Rooster's lack of "cockadoodledoo." The story moves at a quick pace, and the illustrations complement the author's sense of humor. This book will charm kids and make parents laugh, all while showing that if there is cooperation, a bad day can often turn out quite well.

                      A most delightful book and teaches an important lesson about everyone being a very important "cog in the wheel" and the value of helping each other out in times of need. The illustrations are wonderful and the story is captivating to a variety of ages in children - adults, too. Fun to read to little people.

                          This is a wonderfully fun book. My kids and I love it. I do think it flows. My kids love the ABCs and they love animals. The great thing about the book is it combines both those things while gently reminding the little ones that the animals are all God's creatures. It is a must have. I am purchasing two for gifts. I just know my friend's kids will love it as much as we do.

                          This book's concept is great. But the fact that it really doesn't rhyme at all makes it quite difficult to read to a child. It is almost like stumbling over the words even after reading it 10 or 15 times.

                          My 15 month old girl and I love this book--and we have lots! The illustrations are lovely, the text clever and it's fun to look for the mouse on every page! I bet we'll be using it for years to come. Kids can learn numbers, animal names and sounds and some new words. Worth every penny and a great gift, too!
