The Scandal of the State is a revealing study of the relationship between the postcolonial, democratic Indian nation-state and Indian women’s actual needs and lives. Well-known for her work combining feminist theory and postcolonial studies, Rajeswari Sunder Rajan shows how the state is central to understanding women’s identities and how, reciprocally, women and âwomen’s issuesâ affect the state’s role and function. She argues that in India law and citizenship define for women not only the scope of political rights but also cultural identity and everyday life. Sunder Rajan delineates the postcolonial state in implicit contrast with the âenlightened,â postfeminist neoliberal state in the West. Her analysis wrestles with complex social realities, taking into account the influence of age, ethnicity, religion, and class on individual and group identities as well as the shifting, heterogeneous nature of the state itself.
The Scandal of the State develops through a series of compelling case studies, each of which centers around an incident exposing the contradictory position of the Indian state vis-Ã -vis its female citizens and, ultimately, the inadequacy of its commitment to women’s rights. Sunder Rajan focuses on the custody battle over a Muslim child bride, the compulsory sterilization of mentally retarded women in state institutional care, female infanticide in Tamilnadu, prostitution as labor rather than crime, and the surrender of the female outlaw Phoolan Devi. She also looks at the ways the Uniform Civil Code presented many women with a stark choice between allegiance to their religion and community or the secular assertion of individual rights. Rich with theoretical acumen and activist passion, The Scandal of the State is a powerful critique of the mutual dependence of women and the state on one another in the specific context of a postcolonial modernity.

A Rule of Property for Bengal is a classic work on the history of colonial India. First published in 1963, and long unavailable in this country, it is an essential text in the areas of colonial and postcolonial studies. In this book, Ranajit Guha examines the British establishment of the Permanent Settlement of Bengalâthe first major administrative intervention by the British in the region and an effort to impose a western notion of private property on the Bengal countryside. Guha’s study of the intellectual origins, goals, and implementation of this policy provides an in-depth view of the dynamics of colonialism and reflects on the lasting effect of that dynamic following the formal termination of colonial rule.
By proclaiming the Permanent Settlement in 1793, the British hoped to promote a prosperous capitalist agriculture of the kind that had developed in England. The act renounced for all time the state’s right to raise the assessment already made upon landowners and thus sought to establish a system of property that was, in the British view, necessary for the creation of a stable government. Guha traces the origins of the Permanent Settlement to the anti-feudal ideas of Phillip Francis and the critique of feudalism provided by physiocratic thought, the precursor of political economy. The central question the book asks is how the Permanent Settlement, founded in anti-feudalism and grafted onto India by the most advanced capitalist power of the day became instrumental in the development of a neo-feudal organization of landed property and in the absorption and reproduction of precapitalist elements in a colonial regime.
Guha’s examination of the British attempt to mold Bengal to the contours of its own society without an understanding of the traditions and obligations upon which the Indian agrarian system was based is a truly pioneering work. The implications of A Rule of Property for Bengal remain rich for the current discussions from the postcolonialist perspective on the meaning of modernity and enlightenment.

This book is a valuable study of the colonization of Hawai`i and the role of "law" in the islands' cultural transformation. I highly recommend this book to anyone interested in a critical understanding of Hawai`i's social, economic and politial dynamics. I particularly benefited from the insights on religion, sexuality and women. Sally Engle Merry provides a good articulation of the inevitable paradoxes facing the Hawaiian Nation in the 19th century vis-a-vis encroaching American imperialism and colonization. "Colonizing Hawai`i" is also a good read in the context of critical legal studies.

The blurb for this book suggests a scholarly analysis of the effect of law on an emerging culture. It is anything but. It is better described as a muddled attempt to justify the modern political movement that elevates the descendants of 18th century Hawaiians to sacred victimhood enjoyed by Indians and Eskimos. The title should be a warning that this author cannot tell the difference between a colonist and an immigrant. She displays a less than adequate understanding of Hawaiian history and misses the significance of early leaders, both native and immigrant. Queen Kaahumanu, probably the most important force in creating the Hawaiian monarchy, is barely mentioned, and then denigrated as a sort of tool of the Christian missionaries. Sanford Dole, chief justice of the monarchy, head of the provisional government, president of the republic, and governor of the territory, is ignored. The biggest problem with this book is that too many readers will take it seriously.

Although postcolonialism is now the main mode in which the West's relation to the "other" is critically explored, and although law has been at the forefront of that very relation, a thorough engagement between law and postcolonialism has not been pursued, in part because this would drastically disrupt not just the persistent orthodoxy of law and development but also the newly settled consensus around legal globalization and international human rights discourse. These essays break new ground in using the ideas of postcolonialism in a critical analysis of the current consensus on the international influence of Western law and on Western ideas of law in general.
In perceptions of Western law there is an enduring disparity between law's pervasive power and its fragility. Many of these essays provide graphic accounts of law's tremendous shaping power in that massive occidental movement which settled and unsettled the globe. These accounts point to the West's encompassing and transforming of other peoples and other legal systems in ways which constitute and confirm the West in its own self-creation. Other essays deal with situations "within" the West which show how its identity is created, sustained, and also challenged in a constant reference to those contrary "others" which a powerful law has shaped and transformed. This challenge comes not least from the resistance of those "others" --resistances that profoundly disrupt the West and its law, revealing them as fractured at the seemingly confident core of their own self-constitution.

The leaf litter of six tropical tree species (Acacia holosericea, Acacia tortilis, Azadirachta indica, Casuarina equisetifolia, Cordyla pinnata and Faidherbia albida) frequently used in agroforestry plantations in Sahelian and Soudano-Sahelian areas were tested for their influence on soil nitrogen content, microbial biomass and plant growth under controlled greenhouse conditions. Half of the soil was planted with onion (Allium cepa L.) seedlings and the other half was not. Two herbaceous species, Andropogon gayanus and Eragrostis tremula, were also studied. Co-inertia analysis (CIA) and one-way analysis of variance (ANOVA) analysis showed that C. pinnata and F. albida leaf powder amendment induced the highest plant growth, whereas leaf powder of E. tremula is associated to higher microbial biomass and NH"4^+ content. Higher onion seedlings growth is associated with higher concentration of nitrogen and lignin in leaf powders. Conversely, lower plant growth is associated to higher rates of cellulose, hemicellulose and phenols in leaves. Higher rates of cellulose and hemicellulose are associated with higher microbial biomass and NH"4^+, whereas phenols are associated to lower microbial biomass. The results showed that amendment of A. holosericea leaf powder (high concentrations of phenol) to the soil resulted in a lower microbial biomass and lower onion seedlings growth. Data showed that the plant residue quality index (PRQI) could be a useful tool to predict the effects of litter materials on root growth in glasshouse conditions. The highest values on soil and plant parameters were recorded with C. pinnata litter. While powdered leaf material increased the accessibility of substrates to microbes, more research with C. pinnata leaf litter (under a wider range of ecological conditions) is needed. It could add deeper on its agronomic impact in the tropics.

Lygeum spartum is a native species in semiarid Mediterranean areas that grows spontaneously on acid mine tailings. We aimed to study the suitability of this plant for phytostabilization. L. spartum was grown from both seeds and rhizomes in acid mine tailings with various fertilizer and lime treatments. Untreated soils had a solution pH of 2.9 with high concentrations of dissolved salts (Electrical Conductivity 25dSm^-^1) and Zn (3100mgL^-^1). Plants grown on untreated soil had high shoot metal concentrations (>4000mgkg^-^1Zn). Liming increased the solution pH to 5.5 and reduced the dissolved salts by more than 75%, resulting in lower shoot metal accumulation. Plants grown from rhizomes accumulated less metal than those grown from seeds. Plants collected in the field had metal concentrations an order of magnitude less than plants raised in the growth chamber. These differences may be due to the higher moisture content and homogeneous nature of the soils used in the pot experiment.

This study was conducted with sugar beet in greenhouse and field at two soil type with different organic matter (containing 2.4 and 15.9% OM, referred as the low- and high-OM soil) conditions in order to investigate seed inoculation of sugar beet, with five N"2-fixing and two phosphate solubilizing bacteria in comparison to control and mineral fertilizers (N and P) application. Three bacterial strains dissolved P; all bacterial strains fixed N"2 and significantly increased growth of sugar beet. In the greenhouse, inoculations with PGPR increased sugar beet root weight by 2.8-46.7% depending on the species. Leaf, root and sugar yield were increased by the bacterial inoculation by 15.5-20.8, 12.3-16.1, and 9.8-14.7%, respectively, in the experiment of low- and high-OM soil. Plant growth responses were variable and dependent on the inoculants strain, soil organic matter content, growing stage, harvest date and growth parameter evaluated. The effect of PGPR was greater at early growth stages than at the later. Effective Bacillus species, such as OSU-142, RC07 and M-13, Paenibacillus polymyxa RC05, Pseudomonas putida RC06 and Rhodobacter capsulatus RC04 may be used in organic and sustainable agriculture.

Soil blocks from 18 paddy fields around three Korean nuclear power plant sites were put into lysimeters. Greenhouse experiments were carried out to investigate the ^1^3^7Cs transfer from these paddy soils to rice plants for its deposition at different growth stages. A solution of ^1^3^7Cs was applied to the flooded lysimeters at 2-3 different stages. The applied ^1^3^7Cs was mixed with the topsoil only at the pre-transplanting application. The transfer was quantified with a transfer factor based on the unit-area deposition (TF"a, m^2kg^-^1-dry). The TF"a in the pre-transplanting application showed a remarkable variation with the soils. However, the differences in the mean values among the study sites were not statistically significant. The straw TF"a was 2-3 times higher than the corresponding seed value. The early-tillering stage and booting stage applications resulted in a higher transfer than the pre-transplanting application by factors of, on an average, 2 and 16 for the straws, and 3 and 25 for the hulled seeds, respectively. The ^1^3^7Cs transfer was found to correlate negatively with the soil pH and positively with the organic matter content. Based on the present results, the representative ^1^3^7Cs TF"a values for the rice are proposed for use in the whole of Korea for the deposition at three different growth stages.
